Abstract:
The objectives of the research were to investigate the traditional form of the education of
Muban Chom Bueng Rajabhat University regarding the community development, to analyze the
model, and to finally propose educational management guidelines, so as to promote the community
development in accordance with the universitys philosophy. The research was a qualitative research,
exploring the history of the institutes academic service given to the community, and empirically
portraying its operation form from the past to the present.
The results of the study were discovered that the educational service had been shifted from
a teacher training focus to be a broader service provision, characterized the new worlds educational
paradigm from social structural changes. More new programs and courses were added and offered, to
increase the universitys capacity and the number of students in admission. The new form also
included weekend (extra) programs for bachelor degrees. In addition, the quality assurance system
was incorporated to maintain and ensure that the universitys standards met its goals. Learning
approach appeared to be learners center, where an individual learner had more autonomy to explore
and manipulate his or her own knowledge gaining. That formation created an environment of intense
competitiveness among universities. Instead of being the places to produce qualified human
resources in teaching for communities, the universities used the scores of the quality assurance
awarded by Office of Higher Education Commission as the tools to convey their high academic
reputations and attract more students. Therefore, as a guideline base on the philosophy, it was
recommended for the future education form of Muban Chom Bueng Rajabhat University to include
the curriculum that focused directly on training for teaching professions to serve the actual demands
of the local community. The characteristics of the form should be unique and clearly reflect the
universitys philosophy. Otherwise, it would not be possible to regain its past reputation as a leading
university in producing high quality teachers
