Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาประสิทธิผลในการจัดการขยะมูลฝอยในเขต เทศบาลนครรังสิต อำเภอธัญบุรี จังหวัดปทุมธานี 2) เพื่อศึกษาปัจจัยที่มีผลต่อประสิทธิผลในการ กำจัดขยะมูลฝอยในเขตเทศบาลนครรังสิต อำเภอธัญบุรี จังหวัดปทุมธานี และ 3) เพื่อเสนอแนะแนว ทางการพัฒนาประสิทธิผลการจัดการขยะมูลฝอยในเขตเทศบาลนครรังสิต อำเภอัญบุรี จังหวัดปทุมธานีให้มีประสิทธิผลมากยิ่งขึ้น การศึกษาครั้งนี้เป็นการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือการวิจัย โดยเก็บข้อมูลจากกลุ่มตัวอย่าง คือ ประชาชนในเขตเทศบาลนครรังสิต จำนวน 395 ตัวอย่าง สถิติที่ใช้ในการศึกษา ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์สัมประสิทธิ์สหสัมพันธ์เพียร์สันและ การวิเคราะห์สมการถดถอยพหุคูณโดยใช้วิธีการ Stepwise ผลการการวิจัยพบว่าตัวแปรต้นประกอบด้วย ปัจจัยด้านนโยบาย ปัจจัยด้านทรัพยากร และปัจจัยด้านกลุ่มเป้าหมาย/ประชาชนผู้รับบริการ มีผลเชิงบวกต่อประสิทธิผลการการจัดการขยะ มูลฝอยในเขตเทศบาลนครรังสิต อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และตัวแปรต้นประกอบด้วย ปัจจัยด้านทรัพยากรและปัจจัยด้านกลุ่มเป้าหมาย/ประชาชนผู้รับบริการ สามารถพยากรณ์ ประสิทธิผลการจัดการขยะมูลฝอยในเขตเทศบาลนครรังสิต อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ข้อเสนอแนะจากการวิจัยครั้งนี้ คือ 1) ข้อเสนอแนะเชิงนโยบาย หน่วยงานภาครัฐหรือ หน่วยงานเอกชนควรกาหนดนโยบายเพื่อสนับสนุนงบประมาณและการนำเทคโนโลยีที่ทันสมัยมา ใช้องค์กรส่วนท้องถิ่นอย่างเพียงพอต่อการบริหารจัดการขยะมูลฝอยให้สอดคล้องกับพฤติกรรมการ ทิ้งขยะมูลฝอยของประชาชนในเขตเทศบาลนครรังสิต 2) ข้อเสนอแนะเชิงปฏิบัติการ องค์กร ปกครองส่วนท้องถิ่นที่เกี่ยวข้อง ควรจัดกิจกรรมประชาสัมพันธ์และสร้างความตะหนักในเรื่อง ของสภาพแวดล้อมในเขตพื้นที่ให้ประชาชนมีความรู้ความเข้าใจเกี่ยวกับการคัดแยก ขยะมูลฝอย และ 3) ข้อเสนอแนะสำหรับงานวิจัยครั้งต่อไป ควรมีการศึกษาเชิงคุณภาพ การสัมภาษณ์เชิงลึกถึงสาเหตุ ผลกระทบ และแนวทางแก้ไขประสิทธิผลการจัดการขยะมูลฝอยใน เขตเทศบาลนครรังสิต เพื่อให้ได้ข้อมูลที่ครอบคลุมและเป็นแนวทางในการปรับปรุงพัฒนานโยบายให้มีประสิทธิภาพมากยิ่งขึ้น

Abstract: The aims of this research were 1) to study an effectiveness of solid waste management of Rangsit Municipality, Thanyaburi Subdistrict, Pathum Thani Province 2) to study factors affecting the effectiveness of solid waste management of Rangsit Municipality, Thanyaburi Subdistrict, Pathum Thani Province and 3) to suggest guidelines for developing higher effectiveness of solid waste management of Rangsit Municipality, Thanyaburi Subdistrict, Pathum Thani Province. This research was quantitative research utilizing questionnaire as a research tool to collect data. The sample of the study were 395 people living in Rangsit Municipality area. The statistics for data analysis were percentage, mean, standard deviation, Pearson’s correlation and Stepwise regression equation. The research result showed that 3 independent factors, composing of policy factor, resource factor, and target group factor had positive effect on effectiveness of solid waste management of Rangsit Municipality at statistical significant level of .01. Moreover, 3 independent factors, composing of policy factor, resource factor, and target group factor can predict the effectiveness of solid waste management of Rangsit Municipality at statistical significant level of .01. From this research, there were three suggestions. First, the suggestion on policies in which government body should schedule the supporting budget policy and technology utilizing policy. The mentioned policies should be served at the adequate quantity to manage waste and conform with local people behaviors. Second suggestion was the implementation on effectiveness development in which local government should announce and arrange the campaign to educate people on the knowledge and useful of waste separation. The last suggestion was about the further study. For the continuous research, the quality on cause and effect of waste management in Rangsit municipality and in depth interview should be adapted to increase the range of obtained information and guideline for developing the higher quality policy.
