Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ 2) ศึกษาความพึงพอใจในการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม 3) เปรียบเทียบสภาพและความพึงพอใจในการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม จำแนกตามสถานภาพของผู้มี่ส่วนเกี่ยวข้อง และอาชีพของประชาชน และ 4) ศึกษาข้อเสนอแนะการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรมกลุ่มตัวอย่างการวิจัยเป็นพนักงานของส่วนการศึกษา ศาสนาและวัฒนธรรม จำนวน 2 คน ได้มาจากการเลือกแบบเจาะจง และประชาชนในเขตบริการองค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ จำนวน 365 คน ได้มาจากการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลประกอบด้วย แบบสอบถามเกี่ยวกับสภาพและความพึงพอใจในบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม มีลักษณะเป็นมาตราประมาณค่า 5 ระดับ จำนวน 80 ข้อ มีความเชื่อมั่นเท่ากับ 0.98 และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติใช้ในการวิเคราะห์ข้อมูลคือ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบน มาตรฐาน การทดสอบทดสอบที การวิเคราะห์ความแปรปรวนทางเดี่ยว การทดสอบความแตกต่างรายคู่ด้วยวิธีของเชฟเฟ และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า
1. สภาพการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ โดยรวมอยู่ในระดับพอใช้ และเมื่อพิจารณาสภาพการบริการ แต่ละงาน พบว่า มีสภาพการบริการอยู่ในระดับดี จำนวน 4 งาน ได้แก่ งานการศึกษาปฐมวัย งานการศึกษาขั้นพื้นฐาน งานประเพณี ศาสนา ศิลปะ วัฒนธรรม และงานกิจกรรมพัฒนาเด็กและเยาวชน ส่วนอีก 4 งาน อยู่ในระดับพอใช้ ได้แก่ งานบริหารทั่วไป งานแผนและวิชาการ งานการศึกษานอกระบบและส่งเสริมอาชีพ และงานสังคมสงเคราะห์
2. พนักงานและประชาชนมีความพึงพอใจในการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาความพึงพอใจในแต่ละงานพบว่า อยู่ในระดับมาก จำนวน 7 งานได้แก่ งานการศึกษาปฐมวัย งานการศึกษาขั้นพื้นฐาน งานประเพณี ศาสนา วัฒนธรรม งานแผนและวิชาการ และงานบริหารทั่วไป ส่วนงานสังคมสงเคราะห์อยู่ในระดับปานกลาง
3. ผลเปรียบเทียบสภาพและความพึงพอใจในการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ พบว่า 1) พนักงานและประชนมีความคิดเห็นต่อสภาพการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ โดยภาพรวมไม่แตกต่างกัน 2) ประชาชนที่มีอาชีพต่างกันมีความคิดเห็นต่อสภาพการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ โดยภาพรวมไม่แตกต่างกัน และ 3) ประชาชนที่อาชีพต่างกันมีความพึงพอใจในการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ โดยภาพรวมและทั้ง 8 งานไม่แตกต่างกัน
4. ข้อเสนอแนะการบริการของส่วนการศึกษา ศาสนาและวัฒนธรรม องค์การบริหารส่วนตำบลสลักได อำเภอเมือง จังหวัดสุรินทร์ ประกอบด้วย 1) ประชาสัมพันธ์ข้อมูลข่าวสารให้ประชาชนทราบอย่างต่อเนื่องและสม่ำเสมอ จัดทำแผนยุทธศาสตร์การศึกษาให้สอดคล้องกับความต้องการและสามารถนำมาปฏิบัติได้ 2) จัดหาและสนับสนุนครูผู้สอนให้เพียงพอ กำหนดเป้าหมายและวิธีการปฏิบัติให้ชัดเจน 3) สร้างความรู้และความเข้าใจให้ผู้ปกครองเกี่ยวกับการศึกษาปฐมวัย การพัฒนาความรู้และประสบการณ์แก่ครูผู้สอน 4) จัดทำแผนการปฏิบัติให้ชัดเจน การจัดอบรมอาชีพอย่างเป็นระบบ สนองความต้องการและความสามารถได้ 5) ควรจัดกิจกรรมต่างๆ ในช่วงปิดภาคเรียนเพื่อให้เด็กและเยาวชนมีโอการสเข้าร่วมมากขึ้น จัดสรรงบประมาณด้านกีฬาและรางวัลแต่ละประเภทให้เพียงพอ เหมาะสม 6) จัดให้มีแผนปฏิบัติงานประจำและปฏิบัติงานต่อเนื่องทุกปีการจัดกิจกรรมให้เหมาะสมกับวิถีชีวิตของประชาชน 7) อำนวยความสะดวกในการรับเบี้ยของผู้สูงอายุในชุมชน การดำเนินงานต่างๆ อย่างเป็นระบบ และโปร่งใส 8) จัดสถานที่ให้เอื้อต่อการบริการประชาชนมากขึ้น และการจัดระเบียบการบริการเจ้าหน้าที่ต้องให้บริการด้วยใจ
The purpose of this research were to : 1) Study the service condition of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, Mueang District, Surin Province, 2) Study the satisfaction for the service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, 3) compare the condition and satisfaction of service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, categorizing under the status of related persons and occupations of people, and 4) Study the recommendation about service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, Sample group of this research consisting of two persons, obtained from Purposive Random Sampling. Population were 365 people in service area of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, obtained from Stratified Random Sampling. The tools used in collection of data, consisted of questionnaires related with condition and satisfaction for service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, Mueang District, Surin Province, the questionnaires had the nature of scale for estimation of value in five levels, numbering 80 clauses. The validity was 0.98 There were structural interview forms. The statistics used in analysis of data consisted of percentage, mean standard deviation, t-test, one-way ANOVA, testing of difference in pairs by using the methods of Scheffes and analysis of content.
The results of research found that:
1. Condition of research of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, in overall, was in fair level. When Condition of service in each work was considered, it was found that there was service Condition in good level, numbering four works, consisting of primary school education work, basis education work, custom, religious, art, cultural work and children and youth development activity work. Other four works were in fair level, consisting of general administration work, plan and academic work, non-formal education and occupation promotion work and social welfare work.
2. Employees and people had satisfaction in research of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, in the overview, to be in high level. When satisfaction in each work was considered, it was found that it was in high level. There were seven works, consisting of primary school education work, basis education work, custom, religious, art, cultural work and children and youth development activity work. Non-formal education and occupation promotion work, plan and academic work and general administration work. Regarding social welfare work, the level was in moderate level.
3. When of comparing the condition and satisfaction in research of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, it was found that: 1) employees and people had opinion towards condition of service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, Religon and Culture Sub-section, Salakdai Sub-district Administration Organization, Mueang District, Surin Province, in the overview, was not different, 2) people having different occupation had indifferent opinion towards the service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, in the overview, and 3) people having different occupation had indifferent satisfaction in the service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, in the overview, and in eight works.
4. Recommendation on service of Education, Religion and Culture Sub-section, Salakdai Sub-district Administration Organization, Mueang District, Surin Province, consisted of as the followings. 1) There should be public relations for publicizing information and message for people to know continuously and constantly. And there should be making of strategic plan of education to correspond to requirement and the plan should be practical. 2) There should be providing and supporting teachers sufficiently, determining targets and clear practical methods. 3) There should be creating knowledge and understanding to guardians regarding primary school education, development of knowledge and experience to teachers. 4) There should be arrangement of practical plan clearly, training of career systematically, responding to the requirement and ability. 5) There should be activities during vacation, so that children and youth have opportunity to participate more, allocating of budget for sports and prizes in each type sufficiently and suitably. 6) There school be continuous practice every year, arrangement of activities suitably for way of live of people. 7) There school be facilitating to the elderly in the community to receive Survive fund, operation of work systematically and with transparency. 8)There should be arrangement of places contributing to people more and arrangement of service rules.
