Abstract:
งานวิจัยเรื่อง บทบาทของกำนัน ผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน อำเภอแก่งคอย จังหวัดสระบุรี มีวัตถุประสงค์ของการวิจัยคือ 1) เพื่อศึกษาบทบาทของกำนัน ผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน อำเภอแก่งคอย จังหวัดสระบุรี 2) เพื่อศึกษาแนวทางการพัฒนาบทบาทกำนันผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน อำเภอแงคอย จังหวัดสระบุรี การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณและเชิงคุณภาพ การศึกษาเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้คือ กำนัน ผู้ใหญ่บ้านในเขตอำเภอแก่งคอย จังหวัดสระบุรี จำนวน 92 คน คำนวณขนาดกลุ่มตัวอย่างโดยการเปิดตารางเครซี่และมอร์แกนการศึกษาเชิงคุณภาพ บุคคลที่ศึกษาได้แก่ กำนัน ผู้ใหญ่บ้านที่ได้รับแหนบทองคำ จำนวน 3 คนสัมภาษณ์ผู้นำสตรีที่มีผลงานดีเด่นเป็นประจักษ์จำนวน 10 คน ได้มาโดยการคัดเลือกแบบเจาะจง และการสนทนากลุ่ม จำนวน 5 คน รวมบุคคลที่ศึกษา จำนวน 18 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลในการวิจัยครั้งนี้เป็นแบบสอบถามแบ่งออกเป็น 2 ส่วนดังนี้ ตอนที่ 1 แบบสอบถามเกี่ยวกับสถานภาพของผู้ตอบแบบสอบถาม ตอนที่ 2 แบบสอบถามเกี่ยวกับบทบาทของกำนัน ผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน อำเภอแก่งคอย จังหวัดสระบุรี หาค่าความเชื่อมั่นแบบสอบถามได้เท่า .96 และแบบสัมภาษณ์มีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์สถานภาพของผู้ตอบแบบสอบถาม และวิเคราะห์ข้อมูลบทบาทของกำนัน ผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน โดยหาค่าร้อยล่ะ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า
บทบาทของกำนัน ผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน อำเภอแก่งคอย จังหวัด
สระบุรี พบว่าโยภาพรวมรายด้าน อยู่ในระดับมาก (x ̅ = 3.68 ) (S.D. =.40) เมื่อพิจารณารายด้าน พบว่า อยู่ในระดับมากทุกด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย 3 ลำดับ คือด้านการบริการ (x ̅ = 3.68) ) (S.D. =.50) และด้านการอำนวยความยุติธรรม (x ̅ = 3.64) (S.D. =.36)

โดยการสัมภาษณ์ ผู้นำสตรีดีเด่นที่ได้รับรางวัลแหนบทองคำ จำนวน 3 คนพบว่า
ด้านการปกครองและรักษาความสงบเรียบร้อย มีการประชุมประชาคมประจำเดือนทุก
เดือนหลังจากประชุมกำนันผู้ใหญ่บ้านเพื่อแจ้งข้อมูลข่าวสารให้ราษฎรทราบโดยทั่วกัน ร่วมกันป้องกันและปราบปรามร่วมกับ เจ้าหน้าที่ตำรวจเพื่อรักษาความสงบเรียบร้อยร่วมกันป้องกันและปราบปราม เจ้าหน้าที่ตำรวจเพื่อรักษาความสงบเรียบร้อย
ด้านการพัฒนาเศรษฐกิจและการพัฒนาสังคม ให้ราษฎรดำเนินชีวิตตามแนวทาง
ปรัชญาของเศรษฐกิจพอเพียงอนุรักษ์ทรัพยากรและสิ่งแวดล้อมเข้าร่วมประชุม วางแผนกับหน่วยงานที่เกี่ยวข้องการพัฒนาเศรษฐกิจและการพัฒนาสังคมในชุมชนจัดทำแผนพัฒนาเศรษฐกิจและสังคมจามความจ้องการคนในชุมชน
ด้านการอำนวยความยุติธรรม มีการจัดตั้งศูนย์ดำรงธรรมระดับหมู่บ้าน และตำบล
ส่งเสริมการปกครองในระบอบประชาธิปไตย (มีการประชุม/ประชาคม/การทำแผน) การส่งเสริมการปกครองในระบอบประชาธิปไตย ทำการไกล่เกลี่ยและยุติข้อขัดแย้งติดตามและจับกุมคนร้ายตามหมายจับนำส่งอำเภอหรือพนักงานสอบสวน (ตำรวจ) เพื่อดำเนินคดี สอดส่องและติดตามการเคลื่อนไหวของกลุ่มอิทธิพลต่างๆ ในพื้นที่
2.4 ด้านการบริการ มีการส่งเสริมให้ชาวบ้านได้รับความรู้ในด้านการประกอบอาชีพ เพื่อมีรายได้ จัดประชุมบูรณาการตำบลทุกเดือนเพื่อประสานการทำงานกับทุกภาคส่วนและการประชุมประจำเดือนตามคำสั่งทางราชการนำข้อราชการ แจ้งให้ราษฎรทราบ สนับสนุนให้ราษฎรนำเทคโนโลยีใหม่ๆ เข้ามาใช้ในการพัฒนาชุมชน ประสานกับส่วนราชการ ให้ความรู้เกี่ยวกับการประกอบอาชีพแกราษฎร
3. ผลการศึกษาแนวทางการพัฒนาบทบาทของกำนัน ผู้ใหญ่บ้านสตรีที่พึงประสงค์ของประชาชน อำเภอก่งคอย จังหวัดสระบุรีโดยการสนทนากลุ่ม (Focus Group) พบว่า
3.1 ด้านการปกครองและการรักษาความสงบเรียบร้อย ควรมีการวางแผนพัฒนาควบคุมติดตามประเมินผลงานของผู้นำชุมชน มีการจัดตั้งคณะกรรมการกลางหมู่บ้านปฏิบัติงานตามบทบาทผู้นำชุมชนโดยสามารถตอบสนองต่อความต้องการประชาชนด้านการรักษาความสงบเรียบร้อยได้อย่างเหมาะสมและมีประสิทธิภาพ
3.2 ด้านการพัฒนาเศรษฐกิจและการพัฒนาสังคม ควรมีการประสานและให้ความร่วมมือในการปฏิบัติหน้าที่ขององค์กรปกครองส่วนท้องถิ่นอื่นสร้างสังคมและชุมชนให้อยู่ร่วมกันอย่างสันติสุขส่งเสริมภูมิปัญญาท้องถิ่น มีการวางแผนทรัพยากรธรรมชาติอย่างมีปะสิทธิภาพ
3.3 ด้านการอำนวยความยุติธรรม ควรช่วยให้คำแนะนำในการช่วยเหลือเกษตรกรและผู้ยากจนที่เดือนร้อนไม่ได้รับความเป็นธรรมเกี่ยวกับหนี้สินที่ดินทำกิน จัดให้มีกิจกรรมเสริมสร้างความสามัคคีภายในชุมชนร่วมกัน เช่น แข่งกีฬา
3.4 ด้านการบริหาร ควรประชุมชี้แจ้งเพื่อให้ราษฎรรับทราบข่าวสารปิดประกาศป้ายประชาสัมพันธ์เพื่อให้ราษฎรรับทราบข่าวสารควรมีการรายงานปัญหาคงวามเดือนร้อนของราษฎรให้ทางราชการทราบเพื่อขอรับความช่วยเหลือประสานกับส่วนราชการในการให้ความรู้เกี่ยวกับการประกอบอาชีพแก่ราษฎรประสานขอรับงบประมาณจากทางราชการหรือเอกชน
