Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อพัฒนาข้อเสนอเชิงนโยบายในการพัฒนาการบริหารจัดการโรงเรียนมัธยมศึกษามาตรฐานสากล ผู้ให้ข้อมูลหลักในการสัมภาษณ์สภาพบริบท จุดแข็ง จุดอ่อน โอกาสและอุปสรรคในการบริหารคุณภาพการศึกษาโรงเรียนมัธยมศึกษามาตรฐานสากล จำนวน 3 โรงเรียน และผู้ตอบแบบสอบถาม ประกอบด้วย ผู้บริหารและครูในโรงเรียนมัธยมศึกษา มาตรฐานสากล จำนวน 217 โรงเรียน การวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงสำรวจและเชิงคุณภาพ ตามแนวคิดวิธีวิทยาการวิจัยแบบผสม (Mixed Methodology) ดำเนินการวิจัย 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาบริบทเรื่องร่างข้อเสนอเชิงนโยบาย ระยะที่ 2 พัฒนาร่างข้อเสนอเชิงนโยบายในการพัฒนา บริหารจัดการโรงเรียนมัธยมศึกษามาตรฐานสากล ระยะที่ 3 ตรวจสอบร่างข้อเสนอเชิงนโยบายดำเนินการวิพากษ์ตรวจสอบคุณภาพ โดยการสัมมนาอิงผู้เชี่ยวชาญ (Connoisseurship) จำนวน 9 คน และผู้เชียวชาญประเมินตามหลักเกณฑ์ด้านความเหมาะสมและด้านความเป็นไปได้ ผลการวิจัย สภาพปัจจุบันของการพัฒนาการบริหารจัดการโรงเรียนมัธยมศึกษามาตรฐานสากล โดยภาพรวมพบว่า การปฏิบัติอยู่ในระดับมากตามลำดับดังนี้ ด้านผลลัพธ์ ด้านการมุ่งเน้น ผู้เรียนและผู้มีส่วนได้ส่วนเสียด้านการมุ่งเน้นบุคลากร ด้านการจัดการกระบวนการ ด้านการวัดการวิเคราะห์ และการจัดการความรู้ ด้านการนำองค์กร และด้านการวางแผนเชิงกลยุทธ์ ส่วนผลการประเมินข้อเสนอเชิงนโยบายในการพัฒนาทั้ง 7 ด้าน มีความเหมาะสมและความเป็นไปได้อยู่ในระดับมาก และข้อเสนอแนะเชิงนโยบายเพื่อขับเคลื่อนการดำเนินงานโรงเรียนมัธยมศึกษาสู่มาตรฐานสากลควรสร้างความเข้าใจกับผู้บริหาร ครู และบุคลากรทางการศึกษาให้ตระหนักถึงภารกิจที่สำคัญเพื่อพัฒนาโรงเรียน โดยการบริหารเชิงกลยุทธ์ และทุกคนในองค์กรช่วยผลักดันให้การบริการจัดการด้วยระบบคุณภาพประกอบผลสำเร็จสู่ความเป็นมาตรฐานสากล The objective of this research was to develop the proposed policies for secondary world – class schools administration. The main informants of the context, weakness, opportunities and threats of the secondary world – class schools administration were 217 administrators and teachers in 3 world-class schools. This research used mixed methodology of survey research and qualitative research. The research was conducted in 3 – step process. The first step was to study the context to draft the policy proposal. The second step was to develop the proposed policies for secondary world – class schools administration. The third step was to examine and verify the quality of the proposed policies by using the connoisseurship seminar and the appropriateness and the feasibility was evaluated by the experts. The results of the study revealed that the current development of secondary world – class schools administration was at high levels in every aspect. The results ranging from the highest as follow; the results aspect, the students and the stakeholder focus aspect, personnel focus aspect, process management aspect, evaluation analysis and knowledge management aspect, Leadership and the results aspect and strategies planning aspect respectively. The proposed strategies evaluations in 7 aspects pointed out that the appropriateness and the feasibility were at high level. The suggestion for the proposed policy toward the secondary world – class schools administration is to create understanding among the administrators, teachers and staffs to concern the priority of school develop by operating the strategies management and the cooperative among all personnel to drive the quality management system to achieve the world – class standards.
