Abstract: การศึกษา เรื่อง “การเตรียมความพร้อมเพื่อรองรับสถานการณ์ภัยคุกคามรูปแบบใหม่ กรมทหารราบ ที่ 17 จังหวัดพะเยา” มีวัตถุประสงค์เพื่อศึกษาความพร้อมของกรมทหารราบที่ 17 จังหวัดพะเยา เพื่อปฏิบัติภารกิจ ในสถานการณ์ภัยคุกคามรูปแบบใหม่ กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ทหารสังกัดกรมทหารราบที่ 17 จำนวน 216 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า ความพร้อมของกรมทหารราบที่ 17 จังหวัดพะเยา เพื่อปฏิบัติภารกิจในสถานการณ์ ภัยคุกคามรูปแบบใหม่ โดยรวมมีความพร้อมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน ทั้ง 4 ด้าน พบวา่ ด้านทรัพยากรบุคคล (กำลังพล) มีความพร้อมอยู่ในระดับมาก ส่วนด้านการบริหารจัดการ ด้านงบประมาณ และด้านวัสดุอุปกรณ์ มีความพร้อมอยู่ในระดับปานกลาง ข้อเสนอแนะและแนวทางการเตรียมความพร้อม ของกรมทหารราบที่ 17 จังหวัดพะเยา เพื่อปฏิบัติภารกิจในสถานการณ์ภัยคุกคามรูปแบบใหม่ พบว่า 1) ด้านทรัพยากรบุคคล พบว่า ควรจัดหลักสูตรอบรมเชิงปฏิบัติการให้ความรู้ และสร้างความเข้าใจ เพื่อเตรียมความพร้อมในการรองรับภัยคุกคามรูปแบบใหม่ ให้แก่กำลังพล และประชาชนทั่วไป 2) ด้านงบประมาณ พบว่า ควรจัดสรรงบประมาณให้เพียงพอ และครอบคลุมทุกพันธกิจ 3) ด้านวัสดุอุปกรณ์ พบว่า ควรจัดหา วัสดุอุปกรณ์ที่เหมาะสม ทันสมัย และมีสภาพใช้ได้จริง และ 4) ด้านการบริหารจัดการ พบว่า ควรมีการวางแผน การปฏิบัติงานให้สอดคล้องกับสถานการณ์ปัจจุบัน เน้นการดำเนินการตามแผนให้ดำเนินไปในทิศทางเดียวกัน มีการกำกับ ดูแล และติดตามประเมินผลการปฏิบัติงานอย่างต่อเนื่องและสม่ำเสมอ และควรเปิดโอกาส ให้กำลังพล และประชาชน มีส่วนร่วม

Abstract: The study of Preparation for new threats The 17th Infantry Regiment, Phayao Province aims to study the readiness of the 17th Infantry Regiment, Phayao Province in order to carry out the mission in a new form of threat situation. The sample used in the research was 216 soldiers under the 17th Infantry Regiment. The tools used for collecting data were questionnaires. Data were analyzed using frequency, percentage, mean and standard deviation. The results showed that readiness Of the 17th Infantry Regiment, Phayao Province, to carry out the mission in a new threat situation Overall, the availability is at a moderate level. When considering each aspect in 4 aspects, it was found that the human resources (personnel) were at a high level. In terms of budget and material management With moderate readiness. Suggestions and guidelines for the preparation of the 17th Infantry Regiment, Phayao Province, to carry out the mission in a new form of threat situation. And create understanding to prepare for new threats To the personnel And the general public. 2) The budget found that the budget should be allocated sufficiently. And covers every mission. 3) In terms of materials and equipment, it is found that the appropriate materials, modern and practical, should be procured. Focusing on the implementation of the plan in the same direction, supervising and monitoring the performance of the work continuously and consistently and should allow opportunities for personnel and people to participate.
