Abstract: ในการทำวิจัยชิ้นนีวัตถุประสงค์ 1)เพื่อศึกษาประวัติศาสตร์ท้องถิ่น ประวัติความเป็นมา ของพื้นที่เขตเศรษฐกิจพิเศษ เมืองพิเศษ 2)เพื่อศึกษาเกี่ยวกับความพยายามของประชาชนในการ พัฒนาด้วยตนเองลดการพึ่งพาจากภาครัฐ 3)เพื่อศึกษารูปแบบที่เหมาะสมกับการปกครองท้องถิ่น รูปแบบพิเศษ “นครแม่สอด” การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยศึกษาสืบค้นข้อมูลจาก เอกสาร(Documentary) การสัมภาษณ์เชิงลึก (In-depth Interview) ได้คัดเลือกผู้ให้ข้อมูลหลัก (Key Informants) ได้แก่ พนักงานเทศบาลนครแม่สอด ระดับหัวหน้า ส่วนราชการในเทศบาลนครแม่สอด ภาคเอกชน ภาคประชาสังคม โดยใช้การปกครองการบริหาร Governance (ทั้ง 3 ภาคส่วน) ในการวิเคราะห์ข้อมูล ผลการศึกษาพบว่า อำเภอแม่สอดมีประวัติศาสตร์เป็นเมืองการค้าชายแดนตั้แต่อดีตเป็น เส้นทางธรรมชาติในการค้าขายโบราณที่สามารถเชื่อมโยงไปยังอินเดีย และยูนนานของประเทศจีน หลังจากที่เป็นจุดพักค้างแรมสาหรับคาราวานการค้าจนพัฒนามาเป็นเมืองที่มีความสาคัญด้าน การค้า เป็นเส้นทางเศรษฐกิจเชื่อมโยงไทย พม่า ปัจจุบันเส้นทางการค้านี้เป็นจุดเริ่มต้นการค้าขาย บนเส้นทาง East West Economic Corridor (EWEC) การดำเนินนโยบายในเขตพัฒนาเศรษฐกิจพิเศษ มีการก่อสร้างสะพานมิตรภาพไทย เมียนมา แห่งที่ 2 พร้อมกับการสร้างเขตอุตสาหกรรม เพื่อรองรับรถขนส่งจำนวนมากที่จะข้ามแดน ไปยังฝั่งพม่า เนื่องจากสะพานมิตรภาพไทยเมียนมาแห่งที่ 1 คับแคบและชำรุด การก่อสร้างศูนย์ กระจายสินค้า ที่จอดรถบรรทุก รวมถึงการขยายสนามบิน ที่คาดว่าน่าจะแล้วเสร็จทุกอย่าง ไม่เกิน ปี 2563 แม้จะอยู่ช่วงการดำเนินการตามนโยบาย แต่ก็ไม่ทำให้มูลค่าการค้าขายแดนของแม่สอด ลดลงแต่อย่างใด เนื่องจากประชาชนขาวแม่สอดหาวิธีการค้ารูปแบบใหม่ รวมถึงการนำเงินไปลงทุนในประเทศพม่าเป็นจำนวนมากเพื่อจะดึงดูดนักลงทุนจากต่างถิ่นมาลงทุนในพื้นที่อำเภอ แม่สอด สาหรับรูปแบบที่เหมาะสมกับการปกครองท้องถิ่น คือ การปกครองท้องถิ่นรูปแบบพิเศษ “นครแม่สอด” ควรใช้รูปแบบการบริหารแบบ Mayor-Council Form ที่คล้ายคลึงกับรูปแบบของ กรุงเทพมหานคร คือ นายกนครแม่สอด และสภานครแม่สอด สภานครแม่สอดประกอบด้วยสมาชิก 36 คน แบ่งพืน้ ที่นครแม่สอดออกเป็ น 12 เขต คณะกรรมการที่ปรึกษาและพัฒนานโยบายนคร แม่สอดประกอบด้วยสมาชิก 21 คน มีส่วนราชการในปฏิบัติงานแตกต่างจากองค์กรปกครองส่วน ท้องถิ่นทั่วไป และมีอำนาจหน้าที่ในฐานะองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษ ที่สามารถ ผลักดันนโยบายด้านการค้าระหว่างประเทศ และรายจ่ายตามที่กฎหมายบัญญัติ หรือข้อบัญญัติ กำหนด

Abstract: The objectives of this research were 1) to study the local history as well as the history of special cities as special economic zones 2) to study about people's efforts to develop themselves, reduce dependence from the government and 3) investigate the form appropriate for the administration of "Nakhon Mae Sot." This qualitative research included the review of related literature as well as in-depth interviews. The key informants were superior officials from Mae Sot Municipality, the private sector, the Civil Society of Tak Province. The data were analyzed using three sectors of administrative governance. The result showed that Mae Sot district has historically been a border trade city and a natural trade route linking to India and Yunnan of China. As an overnight stay spot for trade caravans in the ancient time developed into a trade city, Tak is an economic route connecting Thailand to Myanmar. Currently, this trade route is considered important for Thailand as a starting point for trade on the East West Economic Corridor (EWEC). Policy implementation in special economic development zones. The construction bridge of the 2nd Thai-Myanmar Friendship along with the construction of an industrial area. To support the transportation vehicles to cross the border to Myanmar Due to the Thai-Myanmar Friendship Bridge No.1, narrow and damaged, the construction of a distribution center truck parking Including airport expansion. Which is expected to be completed no later than 2020, even during the implementation of the policy. But it does not make the value trades at Mae Sot decreased. Because Mae Sot’s people find new method to trade and investing in Myanmar to attract foreign investors to invest in Mae Sot district. The model suitable for local government is the special local government, "Nakhon Mae Sot" consisting of the Mae Sot City Council with thirty-six members elected by those living in the Mae Sot Metropolitan Area divided into twelve districts, twenty-one members of the Mae Sot City Policy Advisory and Development Committee, The authority and duties of Nakhon Mae Sot as a local government organization.In terms of income and expenses, additional income could support the administration of Nakhon Mae Sot and be spent on international trade policy as prescribed by the law or provision.
