Model Development for Enhancing Competency in Measurement and Evaluation of Learning for Teachers in Schools under the Municipality of Sakon Nakhon City

Abstract
objectives of this study were to develop a model and verify its appropriateness for enhancing competency in measurement and evaluation of learning for teachers in schools under the Municipality of SaKon Nakhon City. The study was conducted in 2 phases. Phase 1: development of a model for enhancing competency in measurement and evaluation of learning for teachers in schools under the Municipality of Sakon Nakhon City comprising: (1) study of relevant concepts, theories, documents and research, (2) assessment of the developed model for enhancing competency in measurement and evaluation of learning by 5 experts. Phase 2: verification of the appropriateness of developed model. The sample used was school administrators and teachers at schools under the Municipality of Sakon Nakhon City in academic year 2017 totaling 108 people who were selected by disproportionate stratified random sampling. The tool used in data collection was a 5-level rating scale questionnaire whose IOC indexes ranged between 0.80 and-1.00, discrimination power values ranged between 0.23 and-0.85, and entire reliability coefficient was 0.97. Statistics used in data analysis were mean and standard deviation.Findings of the study revealed as follows. 1) The model for enhancing competency in measurement and evaluation of learning for teachers under the Municipality of Sakon Nakhon City comprises 4 components, namely: (1) 5 factors contributing to success in enhancing competency of teachers: (1.1) support from original affiliation, (1.2) school administrators leadership, (1.3) readiness and commitment to self-development of teachers, (1.4) supervision of school administrator, and (1.5) expertise of lecturer; (2) a scope of competency in measurement and evaluation of learning comprising 3 aspects: (2.1) authentic measurement and evaluation, (2.2) implementation of evaluation results to improve the learning management and curriculum, and (2.3) creating learning evaluation tools and finding their quality;(3) procedure for enhancing competency in measurement and evaluation of learning comprising 4 steps: (3.1) needs survey, (3.2) planning and targeting, (3.3) enhancing procedure as classified into enhancing by organization and enhancing by self, and (3.4) evaluation; (4) results of enhancing competency in measurement and evaluation of learning comprising: (4.1) teachers having knowledge and understanding in measurement and evaluation of learning, (4.2) teachers having skills in measurement and evaluation of learning, and (4.3) teachers having good attitude towards measurement and evaluation of learning. 2) The model for enhancing competency in measurement and evaluation of learning for teachers in schools under the Municipality of Sakon Nakhon City as a whole was appropriate at high level ( = 4.28, S.D. = 0.45)
