Abstract: บทคัดย่อ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารทรัพยากรมนุษย์ของผู้บริหารสถานศึกษา 2) ศึกษาประสิทธิภาพการสอนของครู และ 3) เพื่อสร้างสมการพยากรณ์ประสิทธิภาพการสอนของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 3 กลุ่มตัวอย่างที่ใช้ในงานวิจัยครั้งนี้ ได้แก่ผู้บริหารและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 3 จำนวน 324 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นของด้านการบริหารทรัพยากรมนุษย์ของผู้บริหารสถานศึกษาเท่ากับ 0.95 และด้านประสิทธิภาพการสอนของครูเท่ากับ 0.83 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณแบบลำดับขั้นตอน ผลการวิจัยพบว่า 1) การบริหารทรัพยากรมนุษย์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 3 โดยภาพรวมและรายด้านอยู่ในระดับมาก 2) ประสิทธิภาพการสอนของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 3 โดยภาพรวมและรายด้านอยู่ในระดับมาก 3) การบริหารทรัพยากรมนุษย์ มีตัวแปรที่ส่งผลต่อประสิทธิภาพการสอนของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 3 ตามลำดับดังนี้ ด้านการพัฒนาบุคลากรทางการศึกษา (X3) ด้านการจ่ายค่าตอบแทนและสวัสดิการ (X5) ด้านการสรรหาและคัดเลือก (X2) ด้านการประเมินผลการปฏิบัติงาน (X4) และด้านการวางแผนทรัพยากรมนุษย์ (X1) ตามลำดับ โดยมีค่าสัมประสิทธิ์สหสัมพันธ์พหุคูณการบริหารทรัพยากรมนุษย์กับประสิทธิภาพการสอนของครูเท่ากับ 0.67 ซึ่งแสดงให้เห็นว่ามีความสัมพันธ์ในระดับ ปานกลาง และตัวแปรทั้ง 5 ด้านนี้สามารถร่วมกันทำนายประสิทธิภาพการสอนของครูได้ ร้อยละ 46.00 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เขียนเป็นสมการพยากรณ์ได้ดังนี้ สมการพยากรณ์ในรูปคะแนนดิบ Ŷ = 1.355 + .126X3 + .167 X5 + .155 X2 + .130 X4 + .109 X1 สมการพยากรณ์ในรูปคะแนนมาตรฐาน Ẑy = .144ZX3+ .201ZX5 + .184 ZX2 + .164 ZX4 + .127 ZX1 คำสำคัญ : การบริหารทรัพยากรมนุษย์ ; ประสิทธิภาพการสอน ; สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 3

Abstract: Abstract This research aimed: 1) to study human resource management of school administrators, 2) to study teaching efficiency of teachers, and 3) to construct prediction equations of teaching efficiency of teachers under the Office of Roi Et Primary Education Service Area 3. The sample used was administrators and teachers totaling 324 people under the Office of Roi Et Primary Education Service Area 3. The instrument used for collecting data was a 5-point rating scale questionnaire whose reliability coefficients on human resource management among school administrators was 0.95, and on teaching efficiency of teachers was 0.83. Statistics used in data analysis were percentage, mean, standard deviation, and stepwise multiple regression analysis. Results of the study revealed as follows. 1) Human resource management of school administrators under the Office of Roi Et Primary Education Service Area 3 as a whole and individual aspects was at high level. 2) Teaching efficiency of teachers under the Office of Roi Et Primary Education Service Area 3 as a whole and individual aspects was at high level. 3) The human resource management had the aspects that affected teaching efficiency of teachers under the Office of Roi Et Primary Education Service Area 3 as arranged in descending order, respectively as follows: development of educational personnel (X3), compensation and welfare (X5), recruitment and selection (X2), performance evaluation (X4) and human resource planning (X1), The multiple correlation coefficient of human resource management and teaching efficiency of teachers was 0.67, which showed that there was a relationship at moderate level. All of these 5 aspects could jointly predict 46.00% of the teaching efficiency of teachers at the .01 level of significance.
