Abstract: การศึกษาวิจัยเรื่อง “ความคิดเห็นของคณะกรรมการชุมชนต่อการดำเนินงานตามแผนยุทธศาสตร์การพัฒนาของเทศบาลตำบลนาป่า อำเภอเมืองชลบุรี จังหวัดชลบุรี” มีวัตถุประสงค์เพื่อศึกษาระดับและเปรียบเทียบความคิดเห็นของคณะกรรมการชุมชน โดยจำแนกตาม เพศ อายุ ระดับการศึกษา อาชีพ ระยะเวลาการดำรงตำแหน่ง ชุมชนที่ดำรงตำแหน่งและศึกษาข้อเสนอแนะ อื่น ๆ ของคณะกรรมการชุมชนต่อการดำเนินงานตามแผนยุทธศาสตร์การพัฒนาของเทศบาลตำบลนาป่า อำเภอเมืองชลบุรี จังหวัดชลบุรี กลุ่มตัวอย่างที่ใช้คือ คณะกรรมการชุมชน จำนวน 108 คน จาก 13 ชุมชน เครื่องมือที่ใช้ในการเก็บรวบรวม คือ แบบสอบถามและสถิติที่ใช้ในการวิเคราะห์ ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละเฉลี่ยค่าเบี่ยงเบนมาตรฐาน การทดสอบสมมุติฐาน ใช้การทดสอบด้วยวิธี t-test (Independent samples) และการวิเคราะห์ความแปรปรวนทางเดียว F-test (One-way ANOVA) ผลการวิจัยพบว่า ระดับความคิดเห็นของคณะกรรมการชุมชนต่อการดำเนินงานตามแผนยุทธศาสตร์การพัฒนาของเทศบาลตำบลนาป่า อำเภอเมืองชลบุรี จังหวัดชลบุรีโดยรวม มีการดำ เนินงานอยู่ในระดับมากและจำแนกเป็นรายด้าน พบว่า มีการดำเนินงานอยู่ในระดับมาก จำนวน 6 ด้าน เรียงลำดับ ค่าค่าเฉลี่ยมากไปน้อย คือ ด้านการพัฒนาคุณภาพชีวิตและสังคม รองลงมา คือ ด้านการพัฒนาการเมืองการบริหาร ด้านการป้องกันและแก้ไขปัญหายาเสพติด ด้านการพัฒนาโครงสร้างพื้นฐาน ด้านการพัฒนาทรัพยากรธรรมชาติและสิ่งแวดล้อม และอันดับสุดท้ายคือ ด้านการพัฒนาเศรษฐกิจผลการเปรียบเทียบความคิดเห็นของคณะกรรมการชุมชนที่มีเพศ อายุ ระดับการศึกษา และอาชีพแตกต่างกัน มีความคิดเห็นต่อการดำเนินงานตามแผนยุทธศาสตร์ การพัฒนาของเทศบาลตำบลนาป่า อำเภอเมืองชลบุรี จังหวัดชลบุรีไม่แตกต่างกัน ส่วนคณะกรรมการชุมชนที่มีระยะเวลาการดำรงตำแหน่งและชุมชนที่ดำรงตำแหน่งแตกต่างกัน มีความคิดเห็นต่อการดำเนินงานตามแผนยุทธศาสตร์การพัฒนาของเทศบาลตำบลนาป่า แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract: The purposes of this study were to examine and compare a level of opinions among community committee towards the implementation of strategic development plans of Napa Municipality as classified by the member’s gender, age, educational level, occupation, length of holding position, and community in which the positions held. Also, this study aimed at investigating other suggestions made by the community committee on the implementation of strategic development plans of Napa Municipality. The subjects participating in this study comprised 108 community committee members who belonged to 13 communities, located in Chonburi Province. The instrument used to collect the data was a questionnaire. The statistical tests used to analyze the collected data included frequency, percentage, means, and standard deviation. Also, to test the research hypotheses, the tests of t-test and One-way ANOVA were administered. The results of this study revealed that the level of opinions among community committees’s towards the implementation of strategic development plans of Napa Municipality was found at a high level. Specifically, there were six aspects that were rated bythe subjects at a high level. The aspect in relation to the development of quality of life and society was rated the highest, followed by the development of politics and administration, prevention and solution of narcotic drug problems, basic infrastructure, natural resources and environment, and economy, respectively. According to the comparison, the opinions amongcommunity committee with different gender, age, educational level and occupation were not different. But the opinion of those with different length of holding position and community in which the positions held were different by the statistics significant level at .05.
