Abstract: ในการศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความคาดหวังของประชาชนต่อการพัฒนาระบบโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว (2) ศึกษาสภาพความเป็นจริงของการพัฒนาระบบโครงสร้างพื้นฐานตามความเห็นของประชาชนในเขตพื้นที่องค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว (3) เปรียบเทียบ ระหว่างสภาพความเป็นจริงของการพัฒนาระบบโครงสร้างพื้นฐานและระดับความคาดหวังของประชาชนต่อการพัฒนาระบบโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว วิจัยครั้งนี้ได้เก็บรวบรวมข้อมูลด้วยแบบสอบถาม จากกลุ่มตัวอย่าง หัวหน้าครัวเรือน หรือตัวแทนครัวเรือน ในเขตองค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว จำนวนทั้งสิ้น 291 ครัวเรือน และ วิเคราะห์ข้อมูลโดยใช้จำนวนร้อยละค่าเฉลี่ย (X̅) และส่วนเบี่ยงเบนมาตรฐาน (SD) และการทดสอบสมมติฐาน โดยใช้สถิติทดสอบความแตกต่างของค่ากลางของสองตัวแปรไม่อิสระ (Paired t-test) ผลการศึกษาพบว่า ระดับสภาพความเป็นจริงของการพัฒนาระบบโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองแวง อำภอวัฒนานคร จังหวัดสระแก้ว โดยภาพรวม อยู่ในระดับดี เมื่อพิจารณารายด้าน เรียงลำดับจากมากไปน้อยคือ ด้านก่อสร้างถนน ด้านการไฟฟ้าสาธารณะและด้านการจัดการระบบน้ำ สะอาด ตามลำดับผลการศึกษาระดับความคาดหวังของประชาชนที่มีต่อการพัฒนาระบบโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว โดยภาพรวมอยู่ในระดับคาดหวังมากที่สุด เมื่อพิจารณารายด้านเรียงลำดับจากมากไปน้อย คือ ด้านก่อสร้างถนนด้านการไฟฟ้าสาธารณะและด้านการจัดการระบบน้ำ สะอาดตามลำดับ ผลการเปรียบเทียบระหว่างสภาพความเป็นจริงและระดับความคาดหวังของประชาชนต่อการพัฒนาระบบโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว พบว่า ในภาพรวมระดับสภาพความเป็นจริงและระดับความคาดหวังของประชาชนต่อการพัฒนาระบบโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองแวง อำเภอวัฒนานคร จังหวัดสระแก้ว มีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เมื่อพิจารณาเป็นรายด้านโดยเรียงส่วนต่างค่าเฉลี่ยจากมากไปน้อย คือ พบว่า ด้านการจัดการระบบน้ำ สะอาดด้านการไฟฟ้าสาธารณะและด้านการก่อสร้างถนน ตามลำดับ

Abstract: The purpose of this study was threefold. First, it aimed at examining public expectation of the development of basic infrastructure system in Nongwang Sub-district Administrative Organization, Amphoe Wattananakorn, SaKaeo Province. Also, this study attempted to investigate public opinions towards the actual conditions of the development of basic infrastructure system in Nongwang Sub-district Administrative Organization. Thirdly, it intended to compare the actual and expected level of public opinion towards the development of basic infrastructure system in Nongwang Sub-district Administrative Organization, Amphoe Wattananakorn, SaKaeo Province. The data were collected by a questionnaire which was completed by family heads or household representatives from 291 households. The statistical tests used to analyze the collected data included percentage, means, and standard deviation. To test the hypotheses, the test of paired t-test was operated. The results of this study revealed that the subject’s level of opinion towards the actual conditions of the development of basic infrastructure system in Nongwang Sub-district Administrative Organization was found at a good level. When considering each aspect, the one in relation to road construction was rated with the highest means score, followed by the aspects relating to public electricity, and clean-water treatment system, respectively. In addition, the subject’s level of expectation of the development of basic infrastructure system in Nongwang Sub-district Administrative Organization, Amphoe Wattananakorn, SaKaeo Province was found at the highest level. When considering each aspect, the one in relation to road construction was rated the highest, followed by the aspects relating to public electricity, and clean-water treatment system, respectively. Finally, the results from the comparisons revealed that there were differences between the actual and expected level of public opinion towards the development of basic infrastructure system in Nongwang Sub-district Administrative Organization, AmphoeWattananakorn, SaKaeo Province at a significant level of 0.01. When considering each aspect, the one in relation to clean-water treatment system was rated with the highest means, followed by the aspects relating to public electricity, and road construction, respectively.
