Analysis of garment and textile industry competitiveness in Cambodia

Abstract: This thesis aims to analyze the competitiveness of the garment and textile industry in Cambodia over the period of 2000 to 2014 by employing both qualitative and quantitative methods of Porter’s Diamond model to describe the current situation of the industries, Revealed Comparative Advantage of Balassa index and Revealed Competitive Advantage of White index to determine level of competitiveness of the industries, and Computable General Equilibrium Model through GTAP model to measure the impacts of decline labor productivity on the above mentioned industries. Using secondary source data of ILO publications and existing related literatures in the Porter’s Diamond model, the findings reveal that the competitive advantages of labor cost, labor abundance, government’s industrial policy, and chances of Quota Free Duty Free under GSP to EU obtaining by the Cambodian garment and textile industry are eroded by a number of competitive disadvantages of high cost of electricity and transportation, poor physical infrastructure, low productivity and domestic demands, and lack of domestic upstream industries. The results from revealed comparative and competitive advantage model depict that Cambodia has both comparative and competitive advantages in the garment industry compared to other Asian garment exporting countries- namely India, Pakistan, Thailand and Vietnam, except Bangladesh. Whereas the Cambodian textile industry experiences both comparative and competitive disadvantages as it obtains the lowest score among countries in this study. Also, the results show that revealed competitive advantage model. is dominated to use in determining competitiveness of both garment and textile industry. Additionally, the findings also depict that Cambodian export structure of garment and textile industry experiences substitutable structure with most selected countries rather than complement structure. Empirically, the results from the GTAP simulation depict that Cambodia’s economic wide phenomena including GDP, household income, export, import, wage rate, and employment experience the downturn in both experiments owing to a decrease of 5 % labor productivity in each industry. Also, country exports dominated largely by garment and textile commodities experience a decline caused by the drop of output and export quantity of garment and textile sectors whereas only the import of garment sector experiences gain in both experiments. Also, Cambodia faces the welfare loss in both experiments owed to a large drop in the technical change. On the other hand, reflecting the fact that a small economy like Cambodia has nothing to impact on other countries’ economic wide phenomena as there is insignificant change in GDP, household income, and per capita income of the ten regions except Thailand and Vietnam which experience the negative change in their GDP. The conclusion from this study could advise Cambodia to take urgent readjustments of its current status quo of the garment and textile industrial structure and intervening policies in order to address the current competitive disadvantages of its garment and textile industry. Although the experimental findings from the impact of declining labor productivity do not exclusively reflect with the real situation, they are likely to be a good scenario analysis for conducting preemptive policies and actions.
