Abstract:
The purpose of enforcing to sell 3 gasoline grades is to reduce the waste gasoline production cost that is caused by using the higher octane rating of gasoline than the actually octane requirement of engine of Thai drivers. The study was about the economic and technical impact of this enforcement. The technical impact was studied by documentary analysis and it found that the car without knock sensor (general car) ,its acceleration performance show insignificant relation with octane rating of gasoline and the 95 octane requirement eagine ,its power output and its fuel consumption show insignificant relation with octane rating of gasoline. The economic impact was studied by data collected from organizations and questionnaire data collected from Bangkok drivers and were analyzed by SPSS and Microsoft Excel. The result shows that before the enforcing, the quantity ratio of the 95 octane grade per the 87 octane grade using was 84 : 16 in Bangkok, 64 : 36 in other province and 73 : 27 in overall country. After the enforcing, the quantity ratio of use the 95 octane grade per the 91 octane grade and the 87 octane grade was 78 : 22 in Bangkok, 59 : 41 in other province and 68 : 32 in overall country . If every gasoline car in Thailand use the octane grade which is the actually octane grade that it require, the quantity ratio of the 95 octane grade per the 91 octane grade per the 87 octane grade using was 38 : 46 : 16 in Bangkok, 10 : 55 : 35 in other province and 20 : 52 : 28 in overall country. The calculation by assumed the differential of Singapore market price per RON as the differential of gasoline production cost per RON shows that one year after the enforcing Thailand could reduced gasoline production cost about 164.4 million bath per year and in the event that every gasoline car in Thailand use the octane grade which is the actually octane grade that it require, Thailand will reduce the gasoline production cost about 1,657 million bath per year.(This calculation did not concern on any investment cost.)
