Abstract: วิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพและปัญหาการประเมินคุณภาพภายนอกรอบสามของ โรงเรียนสังกัดส านักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 5 2) เพื่อเปรียบเทียบความคิดเห็นของ ผู้บริหารและครูหัวหน้างานวิชาการต่อสภาพการประเมินคุณภาพภายนอกรอบสาม จ าแนกตามต าแหน่ง ขนาดของ โรงเรียน และ 3) เพื่อศึกษาปัญหาและข้อเสนอแนะในการประเมินคุณภาพภายนอกรอบสาม ของโรงเรียน กลุ่ม ตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษาและครูหัวหน้างานวิชาการ จ านวน 310 คน ได้มาโดยการ สุ่มแบบแบ่งชั้น และเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่า ความเชื่อมั่นทั้งฉบับเท่ากับ .92 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t การทดสอบค่า f และการวิเคราะห์ความแปรปรวน ผลการวิจัยพบว่า 1. ผลการศึกษาสภาพการเตรียมการเพื่อรองรับการประเมินคุณภาพภายนอกรอบสาม ของโรงเรียน โดยภาพรวมและรายด้านอยู่ในระดับมาก 2. ผลการเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาและครูหัวหน้างานวิชาการที่ จ าแนกตาม ต าแหน่ง โดยภาพรวมและรายด้านไม่แตกต่างกัน และจ าแนกตามขนาดของโรงเรียนและผลการประเมินคุณภาพ ภายนอกรอบสาม โดยภาพรวมแตกต่างกันอย่างมีนัยส าคัญทางสถิติที่ระดับ .05 เมื่อวิเคราะห์รายคู่พบว่าโรงเรียน ขนาดเล็กและขนาดกลางมีระดับความคิดเห็นที่แตกต่างกันอย่างมีนัยส าคัญทางสถิติที่ระดับ .05 3. ปัญหาและข้อเสนอแนะในการประเมินคุณภาพภายนอกรอบสาม มีดังนี้ ปัญหาที่พบ คือ บุคลากร ไม่เห็นความส าคัญของการก าหนดมาตรฐานการศึกษาของสถานศึกษา การจัดท าแผนพัฒนาการศึกษาของ สถานศึกษามีการจัดท าเฉพาะกรรมการที่ได้รับแต่งตั้ง ไม่มีการวิเคราะห์สภาพปัจจุบันและปัญหาร่วมกัน แผนจึงไม่ ตอบสนองความต้องการของผู้เรียน การจัดท ารายงานผลการด าเนินงานไม่เป็นไปตามแผนปฏิบัติการประจ าปี สถานศึกษาไม่ได้น าผลการติดตามตรวจสอบคุณภาพการศึกษาไปใช้ประโยชน์ในการปรับปรุงพัฒนาอย่างจริงจัง ผู้บริหารและครูผู้สอนมีการประสานงานเกี่ยวกับการประเมินคุณภาพภายในน้อย การจัดท ารายงานประจ าปียังไม่ สะท้อนปัญหาและความต้องการของผู้เรียน ไม่มีการส่งเสริมแนวคิดเรื่องการประกันคุณภาพการศึกษาและการ สร้างเครือข่ายเพื่อแลกเปลี่ยนเรียนรู้ให้กับครูอย่างต่อเนื่อง ข้อเสนอแนะ คือ ปรับทัศนคติของบุคลากรในองค์กรให้ เข้าใจและเห็นความส าคัญของการประกันคุณภาพการศึกษาโดยส่งเสริมให้บุคลากรทุกคนมีส่วนร่วมในการประกัน คุณภาพการศึกษา จัดให้บุคลากรในสถานศึกษาทุกคนมีส่วนร่วมในการวิเคราะห์สภาพปัจจุบัน ปัญหาและมีการ ติดตามตรวจสอบการท างานร่วมกันอย่างสม่ าเสมอ ผู้บริหารออกนิเทศ ติดตาม ตรวจสอบการด าเนินงานของครูและ บุคลากรทางการศึกษาอย่างต่อเนื่อง โดยการชี้แจงให้บุคลากรท าการวิเคราะห์ปัญหา เพื่อน ามาบรรจุในรายงาน ประจ าปี สร้างจิตส านึกให้บุคลากรเห็นความส าคัญของการรายงานผลการประเมินคุณภาพภายในของสถานศึกษา น าผลการติดตาม ตรวจสอบคุณภาพการศึกษาไปใช้ประโยชน์ในการปรับปรุงพัฒนาอย่างจริงจังและสร้างเครือข่าย ในการแลกเปลี่ยนเรียนรู้กับทุกฝ่าย เพื่อให้เกิดการพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง The research aimed to study the problems and states of the external quality evaluation of the schools under the jurisdiction of the Office of Ubon Ratchathani Primary Educational Service Area 5, to compare the opinions of the administrators and teachers in charge of the academic works towards the external quality evaluation as classified by positions and school size and to examine the problems and recommendations concerning the quality evaluation in the schools under study. The samples used in the research were 310 administrators and teachers of the schools. They were obtained by a stratified random sampling. The research instrument was a five-rating scale questionnaire with a confidence value equivalent to .92. Statistics used in data analysis were percentage, mean, standard deviation, t-test, F-test and variance analysis. The research findings were as follows. 1. A preparation for the external quality evaluation of the schools under study was overall at a high level. 2. A comparison of the opinions of the subjects concerning the preparation showed that the samples as classified by positions had no different opinions. As classified by the school size, they held different opinions with a statistical significance of .05. The subjects from the small-and mediumsized schools had different opinions with a statistical significance of .05. 3. Considering the problems and recommendations, the personnel did not give attention to an educational standard; only the appointed committee was responsible for the plan for educational development; problematic states and current states were not well analyzed; reports were not in accordance with an annual plan; results acquired were not used for the purpose of development and improvement; yearly reports did not reflect problems and needs of learners; there was no promotion for learning network. The recommendations were as follows: the attitude of the personnel concerned had to be adjusted so that they understood the importance of the educational quality assurance; they had to participate in the educational quality assurance and in analyzing the current states and problems; there should be a regular monitoring; administrators should supervise and follow up the performance of teachers and educational personnel; the personnel concerned should be encouraged to develop an understanding of the importance of the internal quality evaluation; the results gained should be used to create a continual improvement and a learning network to ensure the development of an educational quality
