Abstract:
The main purpose of this research is to study the teachers Colleges administrators actual and expected roles in library administration with focus on the aspects of finance, personnel, building and space, facilities, activities and services in view of the administrators and chief librarians opinions. It is a survey research conducted on total population of teachers Colleges administrators and chief librarians. The instruments used are two sets of mailed questionnaires, one for the administrators another for the chief librarians. Out of the total of 72 questionnaires mailed, 61 were returned complete and usable for analytical purpose. Analytical techniques utilized were percentage, arithmetic mean, standard deviation and t test. Some of the main findings are hereby presented. The opinions of the administrators and chief librarians on the administrators actual roles in all aspects of library administration are not the same. The administrators perceived themselves performing the actual role in all aspects of library administration at average level while the chief librarians perceived administrators performing the role at low level. Both administrators and chief librarians indicated the same belief that the administrators should perform the role at higher level than they actually did in the past. Analizing various aspects, the administrators have the following opinions: 1. The administrators maintained the opinions that they had actually performed their roles in library finance, personnel, building and space, facilities, activities and services at average level. 2. The actual roles that the administrators have done most in finance is facilitating expenses payment, personnel in fair consideration of annual personnel promotion, building and space in obtaining separate building, activities and services in facilitating to acquisition of books. 3. The chief librarians maintained the opinion that the actual role of the administrators in the administration of library finance, personnel, building and space, facilities, activities and services were at low level. 4. The actual roles that the administrators have done most in the chief librarians opinions concerning finance is the provision of opportunities for the librarians in preparing library budget proposal, personnel in providing opportunities for librarians in personnel selection, building and facilities in supporting the obtainment of separate building, activities and services in facilitating the acquisition of books. 5. Both administrators and chief librarians expected that the administrators should play their roles in library finance, personnel, building and space, facilities, activities and services at high level. 6. The administrators expected that they should perform their roles most in the following aspects: finance in facilitating expenses payment, personnel in providing opportunities for librarians personnel selection, building and facilities in supporting the obtainment of separate building, activities and services in supporting special activities programmes. 7. The chief librarians expected that the administrators should perform their roles most in the following aspects: finance in facilitating expenses payment, personnel in provision of opportunities for librarians in-service training, building and facilities in for in supporting the obtainment of separate building, activities and services in motivating teaching staff members and students to use library services. The research results have led to 18 recommendations for further action and research. Some of the main recommendations are as follows: firstly, the researcher recommends that the Teacher Training Department of Ministry of Education should establish a written and official standard of teachers college library so that it can be used for effective planning and evaluation. Besides, the researcher recommends that the librarians themselves must treat as their own duty to motivate the administrators to appreciate the library work and to take keen interest in the library work in order that they can provide proper support for the library to help the teachers college to truly achieve its goals.
