Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาผลการบริหารจัดการสวัสดิการผู้สูงอายุของ องค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี 2) เพื่อศึกษาปัจจัยที่มีความสัมพันธ์กับผลการบริหารจัดการสวัสดิการผู้สูงอายุขององค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารจัดการสวัสดิการผู้สูงอายุ กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ผู้สูงอายุที่มีอายุตั้งแต่ 60 ปีขึ้นไป ที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี จำนวน 208 คน คำนวณโดยใช้สูตรทาโร่ ยามาเน่ จากประชากรจำนวน 431 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับ และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า 1) ผลการบริหารจัดการสวัสดิการผู้สูงอายุขององค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี มีการปฏิบัติการโดยรวมเฉลี่ยอยู่ในระดับมาก (ค่าเฉลี่ย 3.59) เมื่อพิจารณาเป็นรายด้านพบว่า การบริหารจัดการสวัสดิการผู้สูงอายุขององค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี ด้านสุขภาพและการรักษาพยาบาล มีการปฏิบัติการโดยเฉลี่ยอยู่ในระดับมากที่สุด (ค่าเฉลี่ย 4.36) และด้าน ที่พักอาศัย มีการปฏิบัติการโดยเฉลี่ยอยู่ในระดับปานกลาง (ค่าเฉลี่ย 4.36) 2) ปัจจัยการบริหารจัดการด้านภาวะผู้นำ ด้านบุคลากร ด้านการประชาสัมพันธ์ และด้านการมีส่วนร่วมของผู้สูงอายุมีความสัมพันธ์กับผลการบริหารจัดการสวัสดิการผู้สูงอายุขององค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี โดยรวม ส่วนปัจจัยการบริหารจัดการด้านงบประมาณ ไม่มีความสัมพันธ์กับผลการบริหารจัดการสวัสดิการผู้สูงอายุขององค์การบริหารส่วนตำบลบัวลอย อำเภอหนองแค จังหวัดสระบุรี 3) ผลการศึกษาปัญหาของการบริหารขององค์การบริหารส่วนตำบลบัวลอย คือ ผู้สูงอายุต้องการได้ค่าเบี้ยยังชีพให้มากขึ้นกว่าเดิม และช่วงเวลาการจ่ายเบี้ยยังชีพของ อบต. ยังไม่เหมาะสม ข้อเสนอแนะ คือ ควรมีการพิจารณาจัดสรรงบประมาณเบี้ยยังชีพให้เพิ่มมากขึ้น และ อบต. ควรจัดส่งเจ้าหน้าที่นำเบี้ยยังชีพไปแจกให้กับผู้สูงอายุ ณ ที่พักอาศัย

Abstract: The objective of this research were: 1) to study the effectiveness of the management of elderly social welfare of Bualoy Sub-district Administrative Organization, Nong Khae district, Saraburi province 2) tostudy the factors related to the management of elderly welfare of Bualoy Sub-district Administrative Organization, Nong Khaedistrict, Saraburi province, and 3) to study the problems and provide suggestions for the management of elderly social welfare of Bualoy Sub-district Administrative Organization, Nong Khae district, Saraburi province. The sample used in this study consisted of208senior citizens, computed using Taro Yamane’s formula from a population of 431senior citizens. The data were collected by means of a questionnaire. The collected data were analyzed by percentage, mean, standard deviation and Pearson’s correlation coefficient. The research results were as follows: 1) The overall effectiveness of the management of elderly social welfare of Bualoy Sub-district Administrative Organization, Nong KhaeDistrict, Saraburi Province was at the high level ( = 3.59). When considering each component, it was found that the management of health and medical treatment had the highest level average ( = 4.36), while the management of housing was at the moderate level ( = 4.36). 2) For the factors related to the effectiveness of the management of elderly social welfare, it was found that leadership; public relations and elderly participation were significantly related to the effectiveness of the management of elderly social welfare. On the other had, budget was not significantly related to the effectiveness of the management of elderly social welfare. 3) From this study, it was determined that the senior citizens need more sustenance allowance. They also had problem receiving their allowance. We suggest that the allowances be increased and that the allowance payments be delivered directly to their homes.
