Abstract: ปัจจุบันปัญหาการเกิดอุบัติเหตุจากการจราจรทางบก ก่อให้เกิดความสูญเสียต่อชีวิตและ ทรัพย์สินอย่างมากมาย โดยเฉพาะในประเทศไทย มีลักษณะถนนซึ่งมีรูปแบบที่หลากหลายและมี การใช้ความเร็วในการขับขี่ยานพาหนะสูงทำให้ผู้ขับขี่ยานพาหนะมักเกิดอุบัติเหตุอยู่เสมอ ดังนั้น จึงเกิดแนวคิดในการพัฒนาระบบบริการเชิงตำแหน่งเพื่อชะลอความเร็วในการจราจรทางบก ซึ่งมี วัตถุประสงค์เพื่อจัดทำระบบแผนที่ชะลอความเร็วสำหรับรถยนต์ โดยกำหนดพื้นที่ศึกษาคือ อำเภอ เมือง จังหวัดชลบุรี มีการนำค่าระดับความเร็วมาคำนวณเพื่อหาค่าระยะหยุดรถปลอดภัยและนำผล การคำนวณมาจัดทำเป็นแผนที่เพื่อใช้เป็นแนวทางในการพัฒนาแอพพลิเคชั่นมีเป้าประสงค์เพื่อเป็น เครื่องมือช่วยในการตัดสินใจแก่ผูขั้บขี่ยานพาหนะ ซึ่งการคำนวณระยะหยุดรถปลอดภัย มีจำนวน ทั้งสิ้น 12 ระดับโดยมีการเริ่มต้นศึกษาที่ระดับความเร็ว 20 กิโลเมตรต่อชั่วโมงถึง130 กิโลเมตรต่อ ชั่วโมง มีจำนวนตำแหน่งในการศึกษาซึ่งสามารถจำแนกเป็นขาไปจำนวน36 ตำแหน่ง และขากลับ จำนวน 33 ตำแหน่ง มีตำแหน่งในการศกึ ษารวมทั้งสิ้นจำนวน 69 ตำแหน่ง และนำผลการคำนวณ ระยะหยุดรถปลอดภัยมาประยุกต์กับการวิเคราะห์ทางภูมิสารสนเทศ โดยใช้เทคนิคในการวิเคราะห์ คือ Multiple Ring Bufferและ Split Buffer นำผลการวิเคราะห์มาจัดทำแผนที่จุดชะลอความเร็ว ในการจราจรทางบก เพื่อใช้เป็นแนวทางในการพัฒนาเป็นแอพพลิเคชั่นในกระบวนการต่อไป เมื่อได้แผนที่จุดชะลอความเร็วในการจราจรทางบก จึงนำมาพัฒนาเป็นแอพพลิเคชั่น ซึ่ง เป็นการนำหลักการทางฟิสิกส์และวิศวกรรมคอมพิวเตอร์ มาประยุกต์และออกแบบระบบ โดยพัฒนาบนพื้นฐานของภาษาจาวาสคริปต์ ในการพัฒนาได้แบ่งเป็น 2 ขั้นตอนคือ การพัฒนา ระบบคำนวณระยะชะลอความเร็วอัจฉริยะ ซึ่งประกอบไปด้วย การระบุตำแหน่งปัจจุบันด้วย ดาวเทียมแบบเรียลไทม์ การคำนวณความเร็วแบบอัตโนมัติ การแจ้งเตือนชะลอความเร็ว และการ พัฒนาโครงสร้างการใช้งานแอพพลิเคชั่น ด้วยโปรแกรม App Inventor 2 Beta ซึ่งประกอบด้วยการ ออกแบบระบบการใช้งานและรูปแบบการทำงานของแอพพลิเคชั่น การเชื่อมโยงข้อมูล และการสั่งการและแอพพลิเคชั่นนี้มีรูปแบบการแจ้งเตือน 2 ลักษณะคือ การแจ้งเตือนโดยใช้เสียง และการแจ้ง เตือนโดยใช้ข้อความ จากผลการพัฒนาแอพพลิเคชั่น ได้ทำการทดสอบในพื้นที่ศึกษา พบว่าสามารถนำไปใช้ งานได้จริงและสามารถชะลอความเร็วได้ตามการคำนวณระยะหยุดรถปลอดภัย ซึ่งจากการทดลอง ดังกล่าว มีผลการศึกษาสอดคล้องกับเอกสารและงานวิจัยที่เกี่ยวข้อง โดยชี้ให้เห็นว่า ระดับความเร็ว มีส่วนเกี่ยวข้องและมีความสัมพันธ์กับมนุษย์ซึ่งเป็นปัจจัยสำคัญในการเกิดอุบัติเหตุ ทั้งนี้ผู้วิจัยหวัง ว่าการศึกษาและการพัฒนาในครั้งนี้จะเป็นคุณประโยชน์ต่อผู้ที่สนใจในการพัฒนาแอพพลิเคชั่นใน กาลต่อไป

Abstract: Nowadays the problem of Road Traffic Accident causing loss a lot of life and property. Especially on the street in Thailand that have various style and the drivers use high speed for driving it could be often have an accident. That the reason it make a concept to development of location base service system for reducing speed of land transportation. For create a map system to reducingspeed of car in case study of Muang District, Chon Buri Province. That use speed levels to calculate for the slow down distance value and use the calculate results to create a map to be guideline for application development and able to be an equipment for make decision of drivers. The calculate for the slow down distance all have 12 levels that the speed start at 20 kilometers per hour to 130 kilometers per hour. The study location that on the way to go have 36 positions and on the way to back have 33 positions that all have 69 position. The calculateresults of the slow down distance use to apply with Geographic analysis that use Multiple Ring Buffer and Split Buffer is analysis technical and use the analysis and use the analysis results to make a map for reducing speed of land transportation to be guideline for develop applications in next process. Then use a map for reducing speed of land transportation for develop applications that use Physics Principle and Computer Engineering apply and create the systems on base of javascript language. The development have 2 process are develop calculate system of genius reducing speed that consist of pointing the current location with real time satellites, automatic calculation and reducing speed notification. Develop application using with App Inventor 2 Beta program that consist of create using system, application operation type, data connection type and ordering. This application have 2 notification types are use the voice and use the message. The result of develop application in case study can be apply to practical and can be reducing speed that calculate for the slow down. For the test be consistent with documents and many research can show speed level it can be relate and connection with people as part of an accident. Researcher hope this education and develop it will be useful for those who are interested to develop application forward.
