In addition to a literature review, data analysis was done by transcribing the interviews into essays and having the interviewees recheck for accuracy.
Due to the overall management/organizational direction, the results revealed that the majority of command staff members and top executives had a perception and understanding of the organizational direction at high level. Moreover, these staff members recognized and placed importance on clear goal setting and directionas well as the setting of goals and key performance indicators (KPI), a competency development system, a performance assessment system, and organizational communication. Nonetheless, based on the processes of performance management, the problems and threats that occurred were as follows: 1) Organizational communication was considerably one-way and most of command staff members still lacked an understanding and expression of their role as trainers, including stimulation, support, and creation of an organizational climate favorable to performance development of staff members; 2) A limitation of personnels attitude that an increase in work causes a waste of time; 3) Perception, understanding, and participation of staff members towards organizational goals was seriously lacking in terms of the application of organizational goals into performance goals.
