Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) การเปิดรับข่าวสารในการป้องกันวาตภัยและลูกเห็บของประชาชนในเขตเทศบาลตาบลศรีดอนชัย อาเภอเชียงของ จังหวัดเชียงราย (2) เปรียบเทียบความแตกต่างของลักษณะทั่วไปของประชาชนกับการเปิดรับข่าวสารในการป้องกันวาตภัยและลูกเห็บ และ (3) ความสัมพันธ์ของการเปิดรับข่าวสารของประชาชนกับการรับรู้เกี่ยวกับการป้องกันวาตภัยและลูกเห็บ โดยใช้แบบสอบถามในการรวบรวมข้อมูลจากกลุ่มตัวอย่างผู้ที่อาศัยอยู่ในเขตพื้นที่ตาบลศรีดอนชัย อาเภอเชียงของ จังหวัดเชียงราย จานวน 400 ชุด วิเคราะห์ข้อมูลสถิติเชิงพรรณนา ได้แก่ ค่าแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมติฐานโดยใช้ค่า t (t-Test for Independent Samples) ค่า F (One-Way Anova) และค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน (Pearson Product-moment Correlation Coefficient) ค่าความเชื่อมั่นที่ระดับ 0.05 และ 0.01 ผลการศึกษาปรากฏดังนี้ (1) การเปิดรับข่าวสารเกี่ยวกับการป้องกันวาตภัยและลูกเห็บผ่านช่องทางต่างๆ โดยรวมอยู่ในระดับน้อย ซึ่งเมื่อพิจารณาเป็นรายช่องทาง พบว่า ผู้ตอบแบบสอบถามเปิดรับข่าวสารจากเสียงตามสาย/หอกระจายข่าวประจาหมู่บ้านมากที่สุด และเปิดรับข่าวสารจากสิ่งพิมพ์น้อยที่สุด (2) ผู้ตอบแบบสอบถามที่มีจานวนสมาชิกในครอบครัวและอาชีพที่ต่างกัน มีการเปิดรับข่าวสารในการป้องกันวาตภัยและลูกเห็บไม่แตกต่างกัน และผู้ตอบแบบสอบถามที่มีบทบาทหน้าที่แตกต่างกัน มีการเปิดรับข่าวสารในการป้องกันวาตภัยและลูกเห็บที่แตกต่างกัน ในช่องทาง คือ สิ่งพิมพ์ เจ้าหน้าที่จากหน่วยงานภาครัฐ และอาสาสมัครป้องกันภัย และช่องทางการรับรู้ข่าวสารอื่นๆ มีการรับรู้ไม่แตกต่างกัน และ (3) การเปิดรับข่าวสารในการป้องกันวาตภัยและลูกเห็บ มีความสัมพันธ์ทางบวกกับการรับรู้เกี่ยวกับการป้องกันวาตภัยและลูกเห็บ อย่างมีนัยสาคัญทางสถิติที่ระดับที่ 0.01 ในทุกช่องทาง ดังนั้น เพื่อเป็นแนวทางให้แก่หน่วยงานที่เกี่ยวข้องในการส่งเสริมและพัฒนาการเปิดรับข่าวสารและการรับรู้ในการป้องกันและบรรเทาสาธารณภัยให้แก่ประชาชนในเขตเทศบาลตาบลศรีดอนชัย อาเภอเชียงของ จังหวัดเชียงราย ผู้วิจัยจึงมีข้อเสนอแนะดังต่อไปนี้ (1) หน่วยงานควรส่งเสริมให้ประชาชนโดยเฉพาะกลุ่มที่มีบทบาทหน้าที่ในการป้องกันวาตภัยและลูกเห็บเปิดรับข่าวสารในการป้องกันวาตภัยและลูกเห็บจากเจ้าหน้าที่หน่วยงานภาครัฐและอาสาสมัครป้องกันภัยเป็นช่องทางหลัก (2) หน่วยงานควรมีการเตือนภัยประชาชนล่วงหน้าอย่างน้อย 1-2 วัน เพื่อให้เกิดความเสียหายน้อยที่สุด และ (3) ในช่วงที่ใกล้เข้าสู่ฤดูที่มีมรสุม หน่วยงานควรมีการจัดประชุมหรืออบรมให้ความรู้เกี่ยวกับเหตุวาตภัยและการป้องกันให้แก่ประชาชน เพื่อเป็นการกระตุ้นเตือนชาวบ้านให้ระวังภัยที่อาจจะเกิดขึ้นได้ และลดโอกาสในการสร้างความเสียหายให้แก่ชีวิตและทรัพย์สินของประชาชนให้น้อยที่สุดโดยเฉพาะประชาชนที่อาศัยอยู่ในหมู่ที่ 5 บ้านเขียะ หมู่ที่ 2 บ้านปากอิง หมู่ที่ 13 บ้านเวียงเดิม หมูที่ 1 บ้านหวาย หมู่ที่ 7 บ้านศรีดอนชัย และหมู่ที่ 14 บ้านศรีมงคล

Abstract: The objectives of this study were: (1) to investigate information exposure of the people in preventing from windstorm and hailstorm of Sridonchai municipality, Chiang Kong district, Chiang Rai province (2) to compare between personal factors of the people’s information exposure in preventing from windstorm and hailstorm and (3) to study the relationship of the people in preventing from windstorm and hailstorm. Questionnaires were used as a tool to retrieve data from population who are living in Sridonchai municipality, Chiang Kong district, Chiang Rai province. The sample size is 400. The data was analyzed by using descriptive statistics such as frequency distribution, percentage, mean and standard deviation. Hypothesis testing was done with t-test method (t-Test for Independent Samples), f-test method (One-Way ANOVA) and Pearson Product-moment Correlation Coefficient. 95% and 99% is confidence interval. The results of the study were as follows; (1) information exposure of the people in preventing from windstorm and hailstorm as overall was at the lowest level. Considering all aspects of information exposure channels, the research results showed that the highest level of information exposure by the population was wire broadcasting of Sridonchai municipality and printing media was in the lowest level. (2) Different family members and occupation were not result in different levels of overall population’s information exposure of the people in preventing from windstorm and hailstorm but different responsibility in preventing from windstorm and hailstorm resulted in different levels in printing media, government officer and volunteers. (3) The research findings were positive relationships between information exposure and perception of the people in preventing from windstorm and hailstorm with significant at 0.01 for all of the channels. So these are recommendations to related organizations for an approach to improve the information exposure and perception of the people in preventing from windstorm and hailstorm of Sridonchai municipality, Chiang Kong district, Chiang Rai province (1) related organizations should support more information exposure in preventing from windstorm and hailstorm especially citizen who have responsibility in windstorm and hailstorm preventing by government officer and volunteers (2) related organizations should warn citizen 1-2 days before windstorm and hailstorm for asset and property’s damages reducing and (3) related organizations should meet and train to urge about windstorm and hailstorm preventing before the monsoon or rainy period coming to specially citizen who are living in moo 5 Baan Khia, moo 2 Baan Pak Ing, moo 13 Baan Wiang Derm, moo1 Baan Wai, moo 7 Baan Sridonchai and moo 14 Baan Srimongkol in Sridonchai municipality, Chiang Kong district, Chiang Rai province for asset and property’s damages reducing.
