Abstract:
The purposes of this study were 1) to evaluate the highway improvement project, 2) to survey the road users satisfaction, 3) to compare the satisfaction of road users according to their occupations, and 4) to make the suggestions on the highway route 214 improvement project on Kasetwisai and Porman section between kilometer
0 + 000 23 + 011.600 of Roi Et province. The evaluation applied for this study was the CIPP model which consisted of evaluation, i.e., context, input, process and product . The study samples included 215 road users and 38 construction staffs. The instruments utilized in the study were rating scale questionnaire with reliability of .91 and open - ended questions. Data were analyzed and presented using frequency, percentage, standard deviation and also one way ANOVA.
The study results revealed that 1) the highway improvement project was appropriate in all aspects of evaluation at moderate level, 2) the road
users satisfaction indicated at high level after the highway improvement project finished, 3) the road users satisfaction classified overall by occupations showed statistically significant difference at .05 and satisfaction of road users on comfort and convenience, the road looked beautiful and shady when the project had been completed which satisfied the road users a great deal indicated statistically significant difference at .05 4) the major problems of the highway improvement project were the

damaged surface of road caused by overloading trucks, lacking of trees, lacking of piping system along both sides of the road, consecutively.
In conclusion, the study suggested that, 1) the highway department and other government agency should enforce the law strictly, on overloading trucks, 2) there should be more bus stops on the roadside where the villages located, 3) more traffic lights and trees should be installed and planted along both sides of the road. Moreover, piping system should be put along both sides of the road to prevent flooding in the rainy season.
