Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาพัฒนาการการดำเนินงาน วิเคราะห์วัตถุประสงค์ นโยบาย เป้าหมาย และการดำเนินงานในด้านการบริหาร การบริการ และการนำเทคโนโลยีมาใช้ในอนาคตของสถาบันวิทยบริการ ศึกษาความคิดเห็นของผู้ปฏิบัติงานและผู้ใช้บริการ ตลอดจนปัญหา อุปสรรค และข้อเสนอแนะในการดำเนินงานและการให้บริการของสถาบันวิทยบริการ ผลการวิจัยสรุปได้ดังนี้ พัฒนาการของสถาบันวิทยบริการจุฬาลงกรณ์มหาวิทยาลัยเกิดขึ้นจากการรวมงานหอสมุดกลาง งานศูนย์เอกสารประเทศไทย งานโสตทัศนศึกษากลางเข้าไว้ด้วยกัน และเริ่มเปิดดำเนินการในปี พ.ศ. 2525 โครงสร้างและการบริหารในปัจจุบัน สถาบันฯมีผู้อำนวยการและรองผู้อำนวยการอีก 2 ท่าน เป็นผู้บริหารสถาบันฯ และหัวหน้าศูนย์เอกสารประเทศไทย หัวหน้าศูนย์โสตทัศนศึกษากลาง ประกอบกันเป็นคณะกรรมการดำเนินงานทำหน้าที่กำหนดนโยบายและทิศทางในการดำเนินงาน โดยได้รับงบประมาณจาก 3 แหล่ง คือ งบประมาณแผ่นดิน งบประมาณเงินผลประโยชน์ และเงินทุนสถาบันฯ วัตถุประสงค์ของสถาบันฯ มีการปรับเปลี่ยนให้สอดคล้องกับนโยบายของมหาวิทยาลัย โดยยึดภารกิจหลักของมหาวิทยาลัย 4 ด้าน คือ การสอน การวิจัย การบริการวิชาการ และการทะนุบำรุงศิลปวัฒนธรรมเป็นเกณฑ์ ปัจจุบันสถานบันฯได้ริเริ่มโครงการพัฒนาระบบข่ายงานห้องสมุด และมีโครงการบริการอินเทอเนต ส่วนการนำเทคโนโลยีมาใช้ในอนาคต สถาบันวิทยบริการจะพัฒนาเป็นห้องสมุดอีเลคทรอนิค โดยนำระบบคอมพิวเตอร์มาใช้ในการค้นหาข้อมูล และใช้ระบบยืมคืนด้วยเครื่องอัตโนมัติแบบบาร์โค้ด ในด้านปัญหาของสถาบันวิทยบริการ พบว่า มีปัญหาด้านงบประมาณเป็นปัญหาที่สำคัญที่สุด ซึ่งเป็นผลเกี่ยวเนื่องไปถึงการดำเนินงานในด้านการให้บริการ ได้แก่ การจัดหาทรัพยากรห้องสมุด การจัดหาครุภัณฑ์ที่จำเป็น ส่วนปัญหาสำคัญรองลงมา ได้แก่ ปัญหาการขาดแคลนบุคลากรโดยเฉพาะบุคลากรที่ชำนาญเฉพาะด้าน

Abstract: The purposes of this research were 1) to study the development of operationof centers of Academic resources, Chulalongkorn University 2) to analyze the objectives, policy, goals and operation focus on the administration, services, and trends of technological utilization at the Centers in the future and 3) to explore the personnel and the clients’ opinion, problems, and suggestions to improve the operation and services rendered. The major jindings revealed that the Centers of Academic Resources, Chulalongkorn University was established in 1982 by combining 3 former units namely : Central library, Thailand Information Center and Audiovisual Center. The administration structure of the Centers composed of one director and two vice-directors and Head of the Thailand Information Center, Head of Audiovisual Center as the operational committee. The committee was responsible for setting the Centers were supported by sources composed of ; 1) Government Budget 2) niversity Funds and 3) Faculty Funds. The objectives of the Centers had been improvised in according to the University policy; based on : Instruction, Research and Publication, Community services, and arts and cultural conservation. At the present, the Centers has introduced the Chulalinet and Internet Network. In addition, the Centers planned to Computerize in searching information and services on line of bar code system. For the problems in operating the Centers, the results showed that the most important problem is budgeting, which will reflects in the service rendered as follows; the librareal resources and durable articles searching. The second important problem is lack of personnel especially those who are experts.
