Implementation process, problems and solution of the educational quality assurance : a case study of pilot school, Office of Uthaithanee Provincial Primary Education
Abstract:
The purpose of this research was to study the educational quality assurance implementing process of the pilot project province of Uthaithanee Provincial Primary Education. The qualitative method was applied and the field work was conducted the period four months. The data were collected by participant observation, formal and informal interview as well as documentary analysis. The finding were as fallow: The implementing process of the Office of Uthaithanee Provincial Primary Education has commenced since 1998 by accepting the 4 principle policy and which was in according 3 working process of the Office National Primary Education Commission, the quality control, the auditing process and the school quality assessment. As a pilot province, the Office of Uthaithanee Provincial Primary Education implementing quality control process by appropriating locally school standard criteria, through public hearing process. This matter is still on the going process (as 28 February 1999) and trained 50 executives and supervisors officers in order to increase their knowledge about the educational quality assurance and in the hope that they would transmit to 260 schools principles. It was found that most of the transmitting process have been integrated to regular monthly meeting. Special training activities were used by very few. Thus, some of schools principles rarely understand about quality assurance process. Also, no supervisors and monitoring system built in the training activities. The attitude and working behavior of some of the educational officers have not been changed. The appropriation of budget wasn't corresponded to the project activity. As for the solutions to provincial problem regarding knowledge transmissions and participation of the community, the Department of Educational Supervisor has carried on giving academic advice stimulating the performing duties of the school principals to fallow the policy on educational insurance in a hurry by means of adding the issues into the monthly Principal Meeting as well as giving individual assistant in terms of a luck of budget. The director of the Provincial Primary Education has launched a policy on this project by spending in limited amount in budget to maximum utility and efficiency. However, the solutions still don't give viscid result since it is still in the process. At the imitation of quality control stage, This pilot school managed to produce the school charter which was considered to be of "itself assuranced" for the school was pressed with the date line during the 2 months time. So, school council, teachers, parents and community participate in the process. The school charter working committee did not have knowledge of school quality assurance, did not know how to prepare school charter. They also did not realized the important of commentary participation, not interested in their roles of school management by people and for people. From the management according to the school's Four Strategic Plans : Schools and Education Institute, Teacher and Educational Personals, Curricula and Instructions, and Administrative Process, respectively, the results are not clear as well due to a luck of budget and the fact that the profect is still in process.
