Abstract:
The objectives of this research are (1) to study idea of relationship models between higher education institutes and community for cultural co-operation and development; (2) to develop a model relationship between Rajabhat Institutes and community for cultural development; (3) to test the appropriateness of a model relationship between Rajabhat Institutes and Dhonburi community. Results of the study in accordance with methodological stages are as follows. First stage : the study of concepts and theories divided into two parts: studying related documents and interviewing Rajabhat institutes administrators and representatives around Rajabhat institutes areas. The findings are as follow: the higher education has to agree with the governments policy in delegating authority to the community; to implement cultural education, national cultural interactive media, and unite cultural developing with united method. Second stage: the developing of a model of relationship between Rajabhat institutes and the community for cultural development. Results of the test in the first stage by comparison the relationship between Rajabhat institutes and the community as reality and expected circumstances both planning and implementation as indicated by t-test at 99% significant difference. The comparison study among five Rajabhat institutes: Bangkok, Central part, Northern, Southern, and northeastern according to reality and expected circumstances by F-test. There is no significant difference in the relationship between planning and implementation. In the second stage: the factor analysis is aimed to classify the variable according to reality and expected circumstances that can be included in 15 factors. The researcher has integrated these 15 factors with the findings in the first stage as the initiation of the model development. Consequently, the model of relationship between Rajabhat Institutes and community has been taken place as follow: The policy level is the co-operate administration, such as cultural development planning including preparation, procedure, and evaluation The operating level (1) educational management such as curriculum developing, and school adapting (2) national cultural interactive media management such as collecting, publicizing, developing, and educating the method of national interactive collection and development. (3) the strategies of cultural developing with united process such as educating cultural preservation, practicing cultural preservation in individual resources, natural resources, budget among community organization, exchanging the responsibilities among budget natural and individual resources, activities, and uniting co-operation. The third stage: to test the appropriateness of the relationship model between Rajabhat institutes and community for Dhonburi cultural development by providing the meeting of Dhonburi hermitage community under the title Dhonburi Study Center Program comprising forty-two members from fifteen regional cultural committee. From discussions, 83.45% agree that the model of relationship between Rajabhat institutes and community can be undertaken with the program of Dhonburi Study Center.
