Abstract: การศึกษาเรื่องประสิทธิผลในการจัดการขยะมูลฝอยของเทศบาลนครเกาะสมุย อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี มีวัตถุประสงค์เพื่อศึกษาระดับประสิทธิผล เปรียบเทียบระดับประสิทธิผล จำแนกตามปัจจัยส่วนบุคคล และศึกษา ปัญหา อุปสรรคและข้อเสนอแนะเกี่ยวกับประสิทธิผลในการจัดการขยะมูลฝอยของเทศบาลนครเกาะสมุย อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี เก็บข้อมูลโดยใช้แบบสอบถามจากกลุ่มตัวอย่าง คือ ประชาชนที่อาศัยอยู่ในเขตเทศบาลนครเกาะสมุย อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี ที่มีอายุ 18 ปีขึ้นไป จำนวน 400 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าทดสอบที (t - test) และค่าทดสอบเอฟ (F – test) ผลการวิจัยพบว่า ประชาชนกลุ่มตัวอย่างส่วนใหญ่เป็นผู้หญิง มีอายุระหว่าง 28 – 37 ปี มีการศึกษาระดับปริญญาตรี มีอาชีพรับจ้าง มีรายได้ต่อเดือน 10,001-20,000 บาท มีจำนวนสมาชิกในครอบครัว มากกว่า 4 คนขึ้นไป มีที่อยู่อาศัยเป็นบ้านของตนเอง ระดับประสิทธิผลในการจัดการขยะ มูลฝอยของเทศบาลนครเกาะสมุย อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี ด้านแผนงานและนโยบายในการจัดการขยะมูลฝอย ด้านบุคลากรและการจัดองค์การ ด้านวัสดุ เครื่องมือ เครื่องใช้และสถานที่ทิ้งขยะมูลฝอย ด้านงบประมาณ ด้านความร่วมมือของประชาชน และด้านเทคนิควิธีการ อยู่ในระดับ ปานกลางทุกด้าน และพบว่าประชาชนที่มี เพศ อายุ ระดับการศึกษา อาชีพ รายได้ และประเภท ที่อยู่อาศัยต่างกัน มีความคิดเห็นเกี่ยวกับระดับประสิทธิผลในการจัดการขยะมูลฝอยของเทศบาลนครเกาะสมุยแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ยกเว้นจำนวนสมาชิกในครอบครัวที่ต่างกัน ประชาชนมีความคิดเห็นไม่แตกต่างกัน และข้อเสนอแนะเกี่ยวกับประสิทธิผลในการจัดการขยะมูลฝอยของเทศบาลนครเกาะสมุย ควรมีแผนงานนโยบายที่ครบวงจรตั้งแต่ภาคครัวเรือน และสถานประกอบการ พัฒนาบุคลากรให้เอาใจใส่รับผิดชอบต่อหน้าที่ และมีสัมพันธภาพที่ดีกับประชาชน ทั้งนี้เทศบาลควรจัดหาอุปกรณ์ในการเก็บรวบรวมและขนส่งขยะมูลฝอยให้เพียงพอและสอดรับกับปริมาณขยะมูลฝอยที่เกิดขึ้นในชุมชน ควรมีการณรงค์ประชาสัมพันธ์และปลูกจิตสำนึกให้ประชาชนปรับเปลี่ยนพฤติกรรมด้วยการทิ้งขยะมูลฝอยในสถานที่และภาชนะรองรับที่จัดเตรียมไว้ รณรงค์ลดต้นทุนการจัดการขยะมูลฝอยด้วยการพัฒนากระบวนการมีส่วนร่วมของประชาชนในการลดและคัดแยกขยะมูลฝอยจากต้นทาง

Abstract: The research study aims at Effectiveness in solid waste management of Koh Samui City Municipal; Koh Samui District, Surattami Province.
