Abstract:
Implementation of a direct election of the Prime Minister in Thailand is a solution for problems derived from parliamentary democratic system within the Country. Such system had been leading to merger of legislative and executive powers since origins of the executive branch did not come directly from powers of citizen, but rather from the legislative branch in order to establish a government. Hence, the executive branch had to create influential powers for negotiating with the legislative branch which subsequently brought impacts towards its stability. To encourage systemic problem solving initiation for the Thai parliamentary system, a concept of dividing a structure of the origins of the legislative and executive powers should be introduced. The origins of the executive branch should not be related to the legislative one. Therefore, implementing a direct election of the Prime Minister - as head of the executive branch should be able to resolve problems of an inefficient and unstable coalition government. When the Prime Minister can be accountable for people and the Parliament directly, it will encourage stability together with efficiency of work performance. Such proficiency also arises when the Prime Minister is empowered to independently select and control his/her Cabinet to smoothly follow their determined policies without political influences. It will create less concerns that Prime Minister and the government will come from major political parties of the House. Also, the government will be able to perform duties steadily. Efficient performance of the government originates from independence of the legislative branch in overseeing the executive branch through the parliamentary system. This helps reduce problems regarding corrupted support from members of the House extended towards the executive branch. Members of the House of Representatives, therefore, are able to conduct inspection through parliamentary committees and censure debates which will be resulted in a better effectiveness of check and balance mechanism. More importantly, direct election of Prime Minister can also provide a complete support and protection for the Royal institution from any political affairs.
