This qualitative research aimed at developing strategies for the development of the city municipality of Ubon Ratchathani toward a learning city. Three stages of the research operation were conducted: 1) evaluating the concepts for composing strategies; 2) drafting up the strategies on the basis of the concepts obtained from the first stage; 3) examining the suitability and possibility of the strategies. The target people and the sample of the study included 18 experts used in constructing the strategies, 7 experts for a focus group discussion, 384 residents residing in the city municipality of Ubon Ratchathani who were selected by means of a simple random sampling method, and 9 experts for examining the suitability and possibility of the strategies developed. Means, standard deviation, and content analysis were employed in the data analysis.
The research findings were as follows:
1. From the study of the experts’ thoughts, 5 aspects of development strategies should be composed to constitute Ubon Ratchathani City Municipality to the learning city. Those strategic development aspects consisted of 1) knowledge; 2) learning; 3) organization; 4) people; and 5) technology.
2. On the basis of the experts’ thoughts, conceptual framework and strategic aspect drafts including vision, mission, objectives, and five strategies were derived. The strategies involved 1) Organization Development: cooperation of all sectors including 1.1) establishing policies to the learning city, 1.2) having every single unit participated, and 1.3) establishing the center for all products; 2) Knowledge Development: inheritance of wisdom covering 2.1) promoting accessibility of learning sources, 2.2) creating community networks, and 2.3) enquiring knowledge through research; 3. Learning Development: learning progressiveness consisting of 3.1) creating forums for ideas exchange, 3.2) widening thorough learning centers, and 3.3) classifying knowledge; 4) People Development: recognition of scholars containing 4.1) creating learned scholars, 4.2) recognizing Ubon scholars, and 4.3) developing people according to their potentials; and 5) Technology Development: wisely use of technology including 5.1) promoting systematic use of information technology, 5.2) meeting through ICT, and 5.3) providing prompt technology.
3. The evaluation of the strategies’ suitability and possibility through a group of experts resulted in the highest level of the overall suitability and possibility and the high level through the sample group of the study.
