Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาและประเมินการทดลองใช้รูปแบบและตัวชี้วัด การจัดการเทคโนโลยีสารสนเทศและการสื่อสารในสถานศึกษาสังกัดสำนักงานคณะกรรมการ การอาชีวศึกษา วิธีดำเนินการวิจัยคือ 1) พัฒนารูปแบบโดยใช้เทคนิคเดลฟาย สนทนากลุ่ม และวิเคราะห์องค์ประกอบ 2) ศึกษาตัวชี้วัดโดยการสนทนากลุ่ม และ 3) ทดลองใช้และประเมิน การยอมรับ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้คือผู้เชี่ยวชาญ 21 คนสำหรับการใช้เทคนิคเดลฟาย ผู้บริหารและครู 1,280 คนสำหรับการวิเคราะห์องค์ประกอบ ผู้เชี่ยวชาญ 8 คนสำหรับการสนทนากลุ่ม และสถานศึกษาจำนวน 7 แห่งสาหรับการทดลองใช้และประเมินการยอมรับ วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่ามัธยฐาน ค่าพิสัยควอไทล์ วิเคราะห์องค์ประกอบเชิงสำรวจ และวิเคราะห์องค์ประกอบเชิงยืนยันอันดับหนึ่งและสอง ผลการวิจัยพบว่า 1. การพัฒนาองค์ประกอบของรูปแบบพบว่ามี 5 องค์ประกอบหลักที่มีค่าน้ำหนัก เป็นบวก ได้แก่ ด้านวิชาการ ด้านแผนงานและความร่วมมือ ด้านพัฒนากิจกรรมนักเรียน ด้านบริหารงานทั่วไป และด้านบริหารทรัพยากร 2. การศึกษาตัวชี้วัดพบว่ามี 5 ด้าน 58 ตัวชี้วัด ได้แก่จำนวนแผนวิชาที่จัดให้ผู้เรียนได้เรียนรู้จากการใช้ไอซีที จำนวนครูที่ใช้ไอซีทีเป็นฐาน และมีศูนย์สื่ออิเล็กทรอนิกส์เป็นต้น 3. การประเมินการทดลองใช้รูปแบบพบว่าสถานศึกษายอมรับอยู่ในระดับมาก 4. การประเมินการทดลองใช้ตัวชี้วัด พบว่าสถานศึกษายอมรับอยู่ในระดับมาก ข้อค้นพบจากงานวิจัยคือ รูปแบบและตัวชี้วัดที่พัฒนาขึ้นมีความเหมาะสมและเป็นประโยชน์ต่อสถานศึกษาอาชีวศึกษาในการจัดการเทคโนโลยีสารสนเทศและการสื่อสาร ข้อเสนอแนะจากการวิจัยคือ สถานศึกษาควรวิเคราะห์บทบาทหน้าที่ของแต่ละองค์ประกอบให้ชัดเจน และใช้ตัวชี้วัดประเมินผลอย่างต่อเนื่องซึ่งจะทำให้สามารถจัดการได้อย่างมีประสิทธิภาพ The purposes of research were to develop and evaluate the try-out of the model and indicators for ICT management in the academic institution under the Office of Vocational Education Commission. The research methods were to : 1) develop a model by using Delphi Technique, focus group discussion and factor analysis 2) study the indicators by using focus group discussion, and 3) experiment and evaluate the acceptance. The samples were 21 experts for Delphi Technique, 1,280 administrators and teachers for factor analysis, eight experts for focus group discussion and seven institutions for trial and acceptance evaluation. The data were analyzed to determine mean, standard deviation, median, interquartile range, exploratory factor analysis, and first and second order confirmatory factor analysis. The research results were as follows: 1. The developed model was comprised of five major and positive weight value factors, including academic, planning and cooperation, the development of student affairs, general administration and resource administration. 2. Fifty-eight indicators in five factors were found, including a number of course plans provided for the students’ learning from using ICT, a number of teachers who used the ICT Based Learning and having an electronic media center, etc. 3. The academic institutions on the trial accepted the model highly. 4. The academic institutions on the trial accepted the indicators highly. The research findings indicated that the model and indicators were appropriate and useful for ICT management in the academic institutions under the Office of Vocational Education Commission. It could be recommended that the academic institution should analyze and clearly understand the roles of each factors and use the indicators for continual evaluations which could be an effective management.
