Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินงานเพื่อสร้างความเข้มแข็งของชุมชนขององค์การบริหารส่วนตำบลใน อำเออท่าแซะ จังหวัดชุมพร 2) ศึกษาความสัมพันธ์ระหว่างหลักปรัชญาเศรษฐกิจพอเพียงกับการดำเนินงานเพื่อสร้างความเข้มแข็งของชุมชนขององค์การบริหารส่วนตำบลใน อำเภอท่าแซะ 3) เสนอแนวทางในการพัฒนาความเข้มแข็งของชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงขององค์การบริหารส่วนตำบลใน อำเภอท่าแซะ โดยใช้วิธีการวิจัย แบบผสานวิธี เก็บข้อมูลเบื้องต้นเชิงปริมาณ จากกลุ่มตัวอย่างในองค์การบริหารส่วนตำบลในอำเภอท่าแซะ จังหวัดชุมพร ประกอบด้วย บุคลากร ขององค์การบริหารส่วนตำบลในอำเภอท่าแซะ จังหวัดชุมพร จำนวน 178 คน แล พัฒนาข้อมูลที่ได้จากการวิจัยเชิงปริมาณ เป็นการวิจัยเชิงคุณภาพ โดยใช้แบบสัมภาษณ์แบบมีโครงสร้าง กับผู้ให้ข้อมูลหลัก คือ ผู้บริหารระดับสูงในองค์การบริหารส่วนตำบลในอำเภอท่าแซะ จังหวัดชุมพร จำนวน 10 ราย สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันและการพรรณนาความ ผลการวิจัยพบว่า 1. การดำเนินงานเพื่อสร้างความเข้มแข็งของชุมชนขององค์การบริหารส่วนตำบลในอำเภอท่าแซะ โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้าน เรียงลำดับจากค่าเฉลี่ยมากที่สุดลงไปได้แก่ ด้านการดำเนินงานมีเครือข่ายความร่วมมือ ด้านการดำเนินงานมีการจัดองค์กรและการบริหารจัดการ ด้านการดำเนินงานอายใต้อุดมการณ์และวิสัยทัศน์ร่วม ตามลำดับ 2. ความสัมพันธ์ระหว่างหลักปรัชญาเศรษฐกิจพอเพียงกับการดำเนินงานเพื่อสร้างความเข้มแข็งของชุมชน โดยรวมมีความสัมพันธ์กันในทิศทางบวก อยู่ในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 3. แนวทางในการพัฒนาความเข้มแข็งของชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงที่สำคัญ ได้แก่ การดำเนินการจัดกิจกรรมให้มีความต่อเนื่องเหมาะสมกับจารีตประเพณี และวัฒนธรรมของชุมชน มีการเตรียมการและมีการติดตามประเมินกิจกรรมทุกครั้งเพื่อหาข้อบกพร่องนามาปรับปรุงแก้ไขต่อไป ข้อค้นพบจากการวิจัย ทาให้ทราบว่า การดำเนินงานเพื่อสร้างความเข้มแข็งของชุมชนต้องดำเนินกิจกรรมให้เกิดขึ้นอย่างต่อเนื่อง โดยเน้นการดำเนินงานมีเครือข่ายความร่วมมือ เพื่อสร้างความเข้มแข็งของชุมชนในลักษณะการพัฒนาอย่างยั่งยืน The objectives of this research were to: 1) determine the operation to strengthen community of subdistrict administrative organizations in Tha Sae District, Chumphon Province, 2) examine relationship between the sufficiency economy philosophy and performance of strengthening community undertaken by subdistrict administrative organizations in Tha Sae District, and 3) propose the guidelines for operation to strengthen community based on the sufficiency economy philosophy. The mixed methodology was used in this research. The quantitative data were collected for preliminary study from 178 samples drawn from personnel the organizations in Tha Sae District, Chumphon Province. The quantitative data were developed into qualitative data by using structured in-depth interview form for interviewing 10 key informants, consisting of chief administrators of the organizations. The data were analyzed by using percentage, mean, standard deviation, Pearson’s Product Moment Correlation Coefficient, and content analysis. The research results were as follows: 1. The operation to strengthen community undertaken by the organizations was overall at the highest level, ranging from the higher mean scores as having cooperative network, assigning work in organization and management, and having shared ideal and vision respectively. 2. There was an overall positive relationship at a high level with statistical significance at .01 level between the sufficiency economy philosophy and the performance of strengthening, the community in the area. 3. Important guidelines for operation to strengthen the community based on the sufficiency economy philosophy consisted of continuous operation on activities conforming to the community’s tradition and culture. Preparation, monitoring, and evaluation of every activity for future improvement must be done. The research findings revealed that the operation for strengthening community had to be continuously done by focusing on establishing an cooperative network and sustainable development practice.
