Abstract:
The objective of this study was to investigate the problems and obstacles in the application of Government Fiscal Management Information System (GFMIS) in the Department of Fisheries. The samples used in the study comprised 232 officers dealing with the Government Fiscal Management Information System (GFMIS), and were drawn from 204 provincial fishery offices and one central administrative office. The data were collected with the application of questionnaires and were analyzed using the statistical package for the social sciences. The statistics used for the data analysis consisted of Percentage, Mean, Standard Deviation, and Pearson Correlation Coefficient.
The results demonstrated that the respondents opinion toward the aspect of the efficiency assessment of the Government Fiscal Management System was at a high level. The respondents considered the problems and obstacles in the application of GFMIS in the Department of Fisheries in the aspect of operating at the highest level, since GFMIS had always been changed and this could lead to the delay and wasted time in operating at the end of the month and at the end of the fiscal year, moreover the operating process was rather complicated.
The results of hypothesis testing revealed that the officers with different age and training opportunities had different opinions toward the factors on efficiency assessment of the GFMIS in the aspects of information integration of the government fiscal conditions, speediness and quick decision making. The study showed that the aspects of transparency, economy, speediness, quick decision making, and information integration of the government fiscal conditions had a positive relationship with
the problems and obstacles in the application of GFMIS.
