Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาสภาพและความคาดหวังของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปีอย่างมีคุณภาพในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ด เขต 2 2) เพื่อเปรียบเทียบ สภาพและความคาดหวังของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปี อย่างมีคุณภาพในโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ด เขต 2 จำแนกตามขนาดโรงเรียน 3) เพื่อศึกษาข้อเสนอแนะของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปี อย่างมีคุณภาพ ของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ดเขต 2 กลุ่มตัวอย่าง จำนวน 360 คน เครื่องมือที่ใช้เป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า ( Rating Scale ) สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐานและทดสอบสมมติฐานโดยใช้ F – test หาค่าความแปรปรวนแบบทางเดียว ( ANOVA : One way Analysis of Variance ) ผลการวิจัย 1. สภาพของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปีอย่าง มี คุณภาพในโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ด เขต 2 จำแนกตามขนาดโรงเรียน โดยรวม อยู่ในระดับปานกลาง 2. ความคาดหวังของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปีอย่างมีคุณภาพในของผู้ปกครองนักเรียน จำแนกตามขนาดโรงเรียน โดยรวม อยู่ในระดับมาก 3. ผลการเปรียบเทียบ สภาพของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปี อย่างมีคุณภาพในโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ด เขต 2 จำแนกตามขนาดโรงเรียน พบว่า โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. ผลการเปรียบเทียบ ความคาดหวังของผู้ปกครองนักเรียนที่มีต่อการดำเนินงานตามนโยบายเรียนฟรี 15 ปีอย่างมีคุณภาพในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ดเขต 2 จำแนกตามขนาดโรงเรียน พบว่าโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

Abstract: This research were to ; 1) study the conditions and expectations of parents towards the implementation of the 15-year free education with quality policy in secondary school under the office of Roi Et education service area 2 ; 2) compare conditions and expectations of parents towards the implementation of the 15-year free education with quality policy in secondary school under the office of Roi Et education service area 2 by size of school, 3) study the suggestions. These participants were 360 parents. The instrument to collect data was a set of five-scale rating questionnaire. Data were analyzed in terms of frequency, percentage, mean, and standard deviation. Hypotheses were tested by f-test and One-Way ANOVA. The results showed that ; 1. The condition of the parents towards the implementation of the 15-year free education with quality policy in secondary school under the office of Roi Et education service area 2 by size was at the moderate level as a whole. 2. The expectations of the parents towards the implementation of the 15-year free education with quality policy in secondary school under the office of Roi Et education service area 2 by size was at the moderate level as a whole. 3. The comparison of the conditions of the parents towards the implementation of the 15-year free education with quality policy in secondary school under the office of Roi Et education service area 2 by size as a whole showed statistically difference at .01. 4. The comparison of the expectations of the parents towards the implementation of the 15-year free education with quality policy in secondary school under the office of Roi Et education service area 2 by size as a whole showed statistically difference at .01.
