Abstract: การศึกษาครั งนี มีวัตถุประสงค์ เพื่อศึกษาประสิทธิภาพการบริหารทรัพยากรน้าของคณะกรรมการกลุ่มผู้ใช้น้าอ่างเก็บน้าแม่ต้า ต้าบลแม่กา อ้าเภอเมือง จังหวัดพะเยา เพื่อให้เกษตรกรกลุ่มผู้ใช้น้าได้รับประโยชน์จากการใช้น้าอย่างเพียงพอ โดยใช้ข้อมูลจากแหล่งข้อมูลจากแหล่งข้อมูลปฐมภูมิและทุติยภูมิโดยวิเคราะห์ข้อมูลศึกษาภายใต้ขอบเขตแนวความคิดด้านการบริหารจัดการน้าอย่างมีประสิทธิภาพ ผลการศึกษาพบว่า ประสิทธิภาพการบริหารทรัพยากรน้าของคณะกรรมการกลุ่มผู้ใช้น้าอ่างเก็บน้าแม่ต้า ต้าบลแม่กา อ้าเภอเมือง จังหวัดพะเยา ประกอบด้วย 4 ประเด็น ได้แก่ 1. ด้านทัศนะคติของคณะกรรมการกลุ่มผู้ใช้น้า คณะกรรมการกลุ่มผู้ใช้น้าต้องมีภาวะผู้น้า คือ มากที่สุด มีจ้านวนความคิดเห็นมากที่สุด 117 คน หรือร้อยละ 37.87 2. ด้านการบริหารจัดการน้าของคณะกรรมการกลุ่มผู้ใช้น้า คณะกรรมการกลุ่มผู้ใช้น้าควรต้องมีการคัดเลือกสมาชิกกลุ่มผู้ใช้น้าครบทุกหมู่บ้านเพื่อร่วมบริหารจัดการน้า คือ มาก มีจ้านวนความคิดเห็นมากที่สุด 131 คน หรือร้อยละ 42.39 3. ด้านการสื่อสารของคณะกรรมการเกี่ยวกับการบริหารจัดการน้าคณะกรรมการกลุ่มผู้ใช้น้าใช้ช่องทางการติดต่อสื่อสารกับท่านเหมาะสม คือ ปานกลาง มีจ้านวนความคิดเห็นมากที่สุด104 คน หรือร้อยละ 33.66 4. ด้านการก้าหนดระเบียบของคณะกรรมการเกี่ยวกับการบริหารจัดการน้า คณะกรรมการกลุ่มผู้ใช้น้าตั งระเบียบการบริหารจัดการน้าสามารถน้าไปใช้ให้เกิดประโยชน์ต่อคณะกรรมการเองคือ มากที่สุด มีจ้านวนความคิดเห็นมากที่สุด 118 คน หรือร้อยละ 38.19

Abstract: This study aims to study the efficiency water management of the committee of water users resources Mae Tam, Tambon Mae Ka Phayao province to farmer water users receive benefit from the use of water is adequate. By using data from the data primary sources and secondary data study analysis data under the concept scope of efficiency water management. The results showed that the efficiency water management of the committee of water users resources Mae Tam, Tambon Mae Ka Phayao province Consists of 4 issues, including 1. The attitude of the committee of water users board of water users need most is leadership 117 people with the most comments or 37.87 percent 2. Aspects of water management committees, water user groups the water users should be members chosen every village water user groups water management is a lot more to share the most comments 131 friends or 42.39 percent. 3. The communication of the commission on water management. The water users with the appropriate use of communication channels is moderate with a total of 104 comments, most people or 33.66 percent. 4. The regulations of the committee on water management.
