Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน ของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ 2) สร้างรูปแบบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน และ 3) ประเมินประสิทธิผลของรูปแบบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน กลุ่มตัวอย่าง เป็นผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ จำนวน 375 คน ได้มาโดยสุ่มแบบแบ่งชั้น การคัดเลือกโรงเรียนใช้โรงเรียนที่มีแนวปฏิบัติที่เป็นเลิศ เป็นโรงเรียนที่เคยได้รับรางวัลพระราชทาน จำนวน 3 โรงเรียน เพื่อศึกษาองค์ประกอบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน โรงเรียนที่ใช้ในการทดลองใช้รูปแบบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน จำนวน 2 โรงเรียน ผู้เชี่ยวชาญ จำนวน 18 คน ในการประเมินรูปแบบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. องค์ประกอบของรูปแบบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน ประกอบด้วย 1) วัตถุประสงค์ 2) หลักการ 3) ระบบและกลไก 4) วิธีดำเนินงาน และ 5) การประเมินผล 2. รูปแบบการบริหารเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน ด้านวัตถุประสงค์ ประกอบด้วย 1) เพื่อให้ชุมชนมีทัศนคติและเข้าใจในบทบาทหน้าที่ของโรงเรียน หน้าที่ของชุมชน ในการจัดการศึกษา และพัฒนาคุณภาพการศึกษา 2) เพื่อให้โรงเรียนและชุมชนมีส่วนร่วมในการดำเนินงานกิจกรรมต่าง ๆ ร่วมกัน 3) เพื่อให้เกิดความร่วมมือช่วยเหลือระหว่างโรงเรียนกับชุมชน 4) เพื่อเป็นการแลกเปลี่ยนข่าวสารซึ่งกันและกัน 5) เพื่อให้เกิดการใช้ และการบำรุงรักษาทรัพยากรร่วมกัน ตลอดทั้งการบำรุงรักษาพื้นฟู ศิลปวัฒนธรรม ประเพณีของชุมชน ด้านหลักการ ประกอบด้วย 1) หลักการมนุษยสัมพันธ์ 2) หลักการประสานงาน 3) หลักการมีส่วนร่วม 4) หลักความพึงพอใจ และ 5) หลักกัลยาณมิตร ด้านระบบและกลไก ใช้วงจรคุณภาพของเดมมิ่ง (PDCA) เป็นกลไกในการดำเนินงาน ได้แก่ 1) การวางแผน 2) การดำเนินการ 3) ตรวจสอบ 4) ปรับปรุงพัฒนา ด้านการดำเนินงาน ประกอบด้วย 1) กิจกรรมนำ 2) กิจกรรมดำเนินการ 3) กิจกรรมสนับสนุน ด้านการประเมินผล ประกอบด้วย 1) ตัวชี้วัดและเกณฑ์การตัดสิน 2) วิธีการเก็บรวบรวมข้อมูล 3. ผลการประเมินประสิทธิผลของรูปแบบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชน พบว่า ประสิทธิผลของการดำเนินงานตามรูปแบบมีค่าเฉลี่ยรวมตามเกณฑ์คุณภาพในระดับมากที่สุด ผลการประเมินความพึงพอใจการสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชนก่อนและหลังการทดลองใช้รูปแบบการบริหารงานเพื่อสร้างความสัมพันธ์ระหว่างโรงเรียนกับชุมชนเพิ่มขึ้น อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.00 ผลการสัมภาษณ์ผู้บริหารโรงเรียน ชุมชน คณะครู ขณะทดลองใช้รูปแบบและหลังใช้รูปแบบ มีความเห็นด้วยกับรูปแบบที่นำมาทดลองใช้ และสามารถนำไปใช้ได้จริงในโรงเรียน This research aimed 1) to investigate the administrative components of relationship between school and community building of the schools under the Office of Primary Educational Service Area, Basic Educational Commission, Ministry of Education, 2) to construct the model for building the relationship between school and community, and 3) to evaluate the effectiveness of the constructed model. A total of 375 school administrators working for the Office of Primary Educational Service Area under the Basic Educational Commission, Ministry of Education, obtained by means of a stratified random sampling method, were employed as the sample group of the study. Three schools that were recognized as the best in practice obtaining the Royal Awards were studied. Two schools were utilized in the model experiment. Eighteen experts were employed in the model evaluation. Percentage, means, and standard deviation were used in data analysis. The research findings were as follows : 1. The components of the administrative model for building the relationship between school and community including 1) Objectives, 2) Principles, 3) System and Mechanisms, 4) Operation Processes and 5) Evaluation were obtained. 2. The administration model for building the relationship between school and community in terms of the Objectives consisted of 1) to promote the community’s attitude and understanding of school’s role and the community’s function in providing and developing education quality, 2) to enhance school and community to cooperatively work with each other, 3) to promote cooperation between school and community, 4) to share the information, and 5) to cooperatively share and maintain the resources, traditions and cultures between school and community. For the Principles, 1) human relations, 2) cooperation, 3) participation, 4) satisfaction, and 5) friendliness were focused. Regarding the System and Mechanisms, Deming’s PDCA quality cycle namely 1) Plan, 2) Do, 3) Check, and 4) Act was utilized. In the Operational Processes, 1) leading activities, 2) operational activities, and 3) supporting activities were conducted. For the Evaluation, 1) indicators and judgmental criteria and 2) data collection were centered. 3. The effectiveness of the constructed model’s experiment yielded an overall mean score that met the quality criteria at the highest level. The satisfaction of the users before and after using the constructed model was found to be significantly increased at level 0.00. The interviews of the school administrators, the community, and teachers, while in and after the experiment, showed their approval an the applicability of the model implementation in schools.
