Abstract:
การศึกษาค้นคว้าด้วยตนเองนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการมีส่วนร่วมของประชาชนตามนโยบายการบริหารงานของเทศบาลเมืองดอกคำใต้ อำเภอดอกคำใต้ จังหวัดพะเยา 2) เพื่อศึกษาการมีส่วนร่วมของประชาชนตามนโยบายการบริหารงานของเทศบาลเมืองดอกคำใต้ อำเภอดอกคำใต้ จังหวัดพะเยา ที่มีเพศ อายุ ระดับการศึกษา แตกต่างกัน 3) เพื่อศึกษาปัญหา และข้อเสนอแนะ และแนวทางการมีส่วนร่วมของประชาชนตามนโยบายการบริหารงานของเทศบาลเมืองดอกคำใต้ อำเภอดอกคำใต้ จังหวัดพะเยา ประชากรที่ใช้ในการศึกษา คือ ประชาชนที่อายุตั้งแต่ 18 ปีขึ้นไป จำนวน 11,445 คน เครื่องมือที่ใช้ ได้แก่แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน ค่าเฉลี่ย ความถี่ และการทดสอบค่า t-test และ f-test ถ้าพบความแตกต่างอย่างมีนัยสำคัญทางสถิติ จะทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีการของ LSD (Least-Significant Different) นำเสนอในรูปแบบตารางประกอบการบรรยาย ผลการศึกษาพบว่า 1) เพื่อศึกษาการมีส่วนร่วมของประชาชนตามนโยบายการบริหารงานของเทศบาลเมืองดอกคำใต้ อำเภอดอกคำใต้ จังหวัดพะเยา โดยรวมทั้ง 4 ด้านอยู่ในระดับปานกลาง และเมื่อแยกออกเป็นรายด้าน พบว่า ค่าที่มีค่าเฉลี่ยเรียงตามลำดับมากไปหาน้อย ได้แก่ ด้านประเพณีวัฒนธรรม มีค่าแปลผลอยู่ในระดับมาก รองลงมา คือ ด้านสาธารณสุข ด้านการศึกษา และด้านสวัสดิการสังคม มีค่าแปลผลอยู่ในระดับปานกลางตามลำดับ 2) ผลการทดสอบสมมติฐานพบว่า ประชาชนที่มีเพศ อายุ และระดับการศึกษาต่างกัน มีความคิดเห็บการมีส่วนร่วมของประชาชนตามนโยบายการบริหารงานของเทศบาลเมืองดอกคำใต้ อำเภอดอกคำใต้ จังหวัดพะเยา โดยรวมทั้ง 4 ด้านแตกต่างกัน ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 3) ปัญหาจากผู้ตอบแบสอบถาม พบว่า การกำจัดขยะในครัวเรือนไม่ถูกวิธี มีน้ำขังอยู่ตามรางระบายน้ำกลายเป็นแหล่งเพาะพันธุ์ยุง เสี่ยงต่อการเกิดโรคไข้เลือดออกในชุมชน ขาดการสนับสนุนสื่อ อุปกรณ์การเรียนการสอนจากผู้ปกครองและประชาชนทั่วไป และผู้ปกครองและประชาชนไม่ให้ความสนในการจัดทำแผนพัฒนาด้านการเรียนรู้ร่วมกับเทศบาล 4) แนวทางแก้ไขจากผู้ตอบแบบสอบถาม พบว่า จัดอบรมให้ความรู้แก่ประชาชน ในเรื่องการคัดแยกขยะอย่างถูกวิธี จัดกิจกรรมรณรงค์การทำลายแหล่งเพาะพันธุ์ยุงเน้นการมีส่วนร่วมของชุมชนในเรื่องของการรักษาความสะอาดของสิ่งแวดล้อม ควรมีการประชาสัมพันธ์การมีส่วนร่วมของผู้ปกครองและประชาชนในการสนับสนุนสื่อ อุปกรณ์การเรียนการสอน และประชาสัมพันธ์ สร้างความเข้าใจแก่ผู้ปกครองและประชาชนในการมีส่วนร่วมของการจัดทำแผนพัฒนาด้านการเรียนรู้ร่วมกับเทศบาล"
Abstract:
The purpose of this Independent Study was as follows: 1) To study public participation in administration policy of Dokkhamtia town Municipality, Dokkhamtia District, Phayao Province. 2) To study Public Participation in Administration policy of Dokkhamtia town Municipality, Dokkhamtia District, Phayao Province in relation to gender, age and education level. 3) To study the suggestions and problem solving in participation in administration policy of Dokkhamtia Municipality Dokkhamtia District Phayao Province. The population of the study was 11,445 populations aged more than 18 years. The questionnaires were used for collecting data. The descriptive statistics used in data analyzing were percentage, mean, standard deviation, t-test and f-test. If the difference was statistically significant difference in the average earnings by means of the LSD (Least-Significant Different) by presented in tabular form of presentation. The results of this study were as follows: 1) Public participation in administration policy of Dokkhamtia town Municipality, Dokkhamtia District, Phayao Province. Also included 4 fields were rated at moderate level. In each field divided as follows arrange from the most to the least such as participation in traditions at the most, participation in public health, participation in education, and participation in social welfare were rated at moderate level. 2) The results of hypothesis were that population of different age with public participation in administration policy of Dokkhamtia town Municipality, Also included were 4 different fields. The population of different gender and education with the efficiency administration policy of Dokkhamtia town Municipality, Also included was 4 fields, difference which conform to the assumptions set statistically significant at the 0.05 level. 3) The problem of the respondents found that: Many people also do not familiars with the waste segregation. The stagnant water in the drainage can be a breeding ground for mosquitoes which are vector diseases such as dengue hemorrhagic fever. It hasnt been supported by parents and people of instruction media leaning and When the Municipality cooperation development plan was not the attention of the parents and To set destroying a breeding ground for mosquitoes activities campaign emphasis the participating of community in preservation the environment. To propagate the content in participation and support instruction media. and The Municipality cooperation development plan should be publicize to parents and people for understanding and awareness.
