Abstract:
การศึกษาค้นคว้าด้วยตนเองนี้มีวัตถุประสงค์ดังนี้ 1. เพื่อศึกษาการมีส่วนร่วมของประชาชน ในการจัดทำแผนพัฒนาสามปีของเทศบาลตำบลบ้านเหล่า อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย 2. เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชน ในการจัดทำแผนพัฒนาสามปีของเทศบาลตำบลบ้านเหล่า อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย 3. เพื่อศึกษาข้อเสนอแนะเกี่ยวกับปัญหาและแนวทางแก้ไข การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีของเทศบาลตำบลบ้านเหล่า อำเภอเวียงเชียงรุ้ง จังหวัดเชียงรายประชากร ที่ใช้ในการศึกษา คือ ประชาชนผู้มีสิทธิ์เลือกตั้งอายุตั้งแต่ 18 ปี บริบูรณ์ขึ้นไป จำนวน 357 คนเครื่องมือที่ใช้ ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่า t-test และ f-test ถ้าพบความแตกต่างอย่างมีนัยสำคัญทางสถิติจะทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีการของ LSD (Least-Significant Different) นำเสนอในรูปแบบตารางประกอบการบรรยาย
ผลการศึกษาพบว่า
1. การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีของเทศบาลตำบล บ้านเหล่า อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย โดยรวมทั้ง 4 ด้าน อยู่ในระดับมาก และเมื่อแยกออกเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยเรียงตามลำดับมากไปหาน้อย ได้แก่ ด้านการมี ส่วนร่วมในการตัดสินใจ มีค่าแปลผลอยู่ในระดับมาก รองลงมา คือ ด้านการมีส่วนร่วมในการปฏิบัติงาน มีค่าแปลผลอยู่ในระดับมาก ด้านการมีส่วนร่วมในการค้นหาสาเหตุของปัญหา มีค่าแปลผลอยู่ในระดับมาก และด้านที่มีค่าเฉลี่ยต่ำสุด ได้แก่ ด้านการร่วมตรวจสอบและติดตามการดำเนินงาน มีค่าแปลผลอยู่ในระดับมาก
2. ผลการทดสอบสมมติฐาน พบว่า ประชาชนที่มี เพศ อายุ และระดับการศึกษา มีส่วนร่วมในการจัดทำแผนพัฒนาสามปีของเทศบาลตำบลบ้านเหล่า อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย โดยรวมทั้ง 3 ด้าน ไม่แตกต่างกัน ซึ่งไม่เป็นไปตามสมมติฐานที่ตั้งไว้ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
3. ปัญหาจากผู้ตอบแบบสอบถาม พบว่า 1. ประชาชนขาดความใส่ใจในการเข้าร่วมประชุมประชาคมเพื่อเสนอปัญหาเท่าที่ควร 2. การจัดประชุมประชาคมเพื่อจัดทำแผนพัฒนาสามปีของเทศบาลขาดการประชาสัมพันธ์ 3. การนำโครงการ/กิจกรรมที่บรรจุไว้ในแผนพัฒนาสามปีไปดำเนินการให้กับประชาชนล่าช้า ทำให้ประชาชนเบื่อหน่ายกับการจัดทำแผนพัฒนาสามปี 4. ประชาชนขาดการกระตุ้นที่จะแก้ไขปัญหาชุมชน เพราะยังคิดว่าปัญหาของชุมชน เป็นหน้าที่ของทางราชการจะต้องแก้ไข 5. ประชาชนและผู้นำชุมชนไม่เข้าใจหลักและกระบวนการจัดทำประชาคมเพื่อจัดทำแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น 6. ประชาชนไม่ทราบถึงโครงการ/กิจกรรมต่าง ๆ ที่เทศบาลดำเนินงานในแต่ละปีเท่าที่ควร 7. แผนชุมชนที่จัดทำขึ้นในแต่ละปี ทางเทศบาลได้นำไปจัดทำเป็นโครงการในแผนพัฒนาของเทศบาลน้อยเกินไป
4. แนวทางแก้ไขจากผู้ตอบแบบสอบถาม พบว่า 1. ใช้มาตรการต่าง ๆ ในการจูงใจให้ประชาชนในชุมชนเข้ามามีส่วนร่วมในการจัดประชุมประชาคมเพื่อจัดทำแผนพัฒนาสามปี 2. เทศบาลควรประชาสัมพันธ์ให้ประชาชนทราบทุกรูปแบบ เพื่อให้ประชาชนได้รับทราบ อย่างทั่วถึง 3. ผู้บริหารท้องถิ่นควรให้ความส าคัญต่อการจัดทำแผนพัฒนาสามปีและนำไปสู่การปฏิบัติให้ได้ผลอย่างแท้จริง 4. ผู้บริหารท้องถิ่นควรกระตุ้นและเปิดโอกาสให้ประชาชนมีส่วนร่วมในการกำหนดนโยบาย การวางแผน การปฏิบัติงาน และการประเมินผลการปฏิบัติงานของเทศบาล 5. จัดอบรมคณะกรรมการหมู่บ้านให้ความรู้ ความเข้าใจในขั้นตอนและวิธีการจัดทำแผนพัฒนาสามปีเพื่อนำไปเผยแพร่ให้ประชาชนได้รับทราบ 6. ควรมีการประชาสัมพันธ์เกี่ยวกับผลการดำเนินการของเทศบาลให้ประชาชนรับทราบอย่างทั่วถึง 7. ในการจัดทำแผนพัฒนาของเทศบาลแต่ละปีควรนำโครงการจากแผนชุมชนมาเป็นแนวทางในการจัดทำแผนพัฒนาเทศบาล
Abstract:
This study was aimed at 1) To study public participation of three-years development planning at Ban Lao District Municipality, Chiang Rai Province. 2) To compare public participation of three-years development planning at Ban Lao District Municipality, Chiang Rai Province. 3) To study the suggestions about the problems and resolve problems public participation of three-years development planning at Ban Lao District Municipality, Chiang Rai Province. The population of the study who were the elections of 357 populations, aged more than 18 years. The descriptive statistics used in analyzing data were frequency, percentage, mean and standard deviation and t-test and f-test. If the difference was statistically significant difference in the average earnings by means of the LSD. (Least-Significant Different) by presented in tabular form of presentation.
The findings were as follow:
1. Public participation of three-years development planning at Ban Lao District Municipality, Chiang Rai Province. Also included 4 fields were rated at high level. In each field divided as follows arrange from the most to the least such as participation in the decisions, participation in the operation, participation in the search for the cause of the problem and participation in the detection and tracking operations were rated at high level.
2. The results of hypothesis were that population of different gender, age and education have participation of three-years development planning at Ban Lao District Municipality,
Chiang Rai Province. Also included 4 fields, no different which does not conform to the assumptions set statistically significant at the 0.05 level.
3. The problem of the respondents found that: 1) The populations lack of care in the community meetings to present the issue as they should. 2) The community meetings three-years development planning for the municipality no publicity. 3) Projects or activities included in the three-years development planning for the delays. So, people fed up with the three-years development planning. 4) People lack of stimulation modify community problem because the problem of community was the duty of the government. 5) People and community leaders do not understand the process for community. 6) People do not know about project each year as they should. 7) Community plan pared in each year make the project development plan of the municipality little too.
4. The solutions of the respondents found that: 1) Using various measures in the attracting for people, participation of village community for three-years development planning. 2) Municipalities should promote to people know. 3) Local leaders should be emphasize the three-years development planning and lead to practical results. 4) Local leaders should arouse and opportunities to the public participate policy, planning, operations, evaluate the performance of the municipality. 5) Training the village committees, provide knowledge and understanding in the three-years development planning for publishers to people know. 6) Should be promoted about results of operations of the municipality to people know. 7) The three-years development planning each year should the project from community plan as guideline in the preparation of municipal development plans.
