Abstract:
The main purpose of this research is to study how Singapore government works on domestic and international policies of the internet from 1991 to 2008. To test the assumption that internet does not have an impact on lessening the authority of states but it does help states to construct their identities in the changing political, economic, social and cultural context in order to maintain their power, especially in the case of Singapore. The analytical framework of this study is about the identity construction through applying Constructivism approach by Alexander Wendt who claimed that state was still the main actor in the international relation system since state knew how to transform itself among the social structure changes in globalization. The research found that the objectives of Intelligent Islands 2000 and Intelligent Nations 2015 projected by Peoples Action Party (PAP) related to the governments identity construction to legitimize its power. The identities presented by the PAP are divided into 5 types: 1. Being the state that supports democracy through the development of the internet 2. Being the liberal economic center state supported by high information technology 3. Promoting equality in multicultural society in Singapore 4. Building the security in the onlines world 5. Promoting good governance. These identities showed how PAP adapted itself under the impact of the internet which had influences on states political stability and security in globalization. Thus, this identity construction ability through internet policy of the PAP could maintain its political system as authoritarian regime.
