Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาระดับประสิทธิภาพและประสิทธิผลการบริหารงานของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอน(2) เพื่อเปรียบเทียบประสิทธิภาพและประสิทธิผลการบริหารงานของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอน (3) เพื่อศึกษาความสัมพันธ์ระหว่างประสิทธิภาพและประสิทธิผลการบริหารงานของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอนและ(4) เพื่อประมวลข้อเสนอแนะในการบริหารงานของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอนกลุ่มตัวอย่างคือครูผู้สอนในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานราธิวาสจำนวน 369 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปและสถิติที่ใช้ได้แก่ค่าร้อยละค่าเฉลี่ยค่าส่วนเบี่ยงเบนมาตรฐานการทดสอบค่าที (t-test) การทดสอบค่าเอฟ (F-test) และค่าสัมประสิทธิ์สหสัมพันธ์ตามแบบของเพียร์สัน
ผลการวิจัย พบว่า
1.การบริหารงานของผู้บริหารสถานศึกษาโดยภาพรวมอยู่ในระดับมากและรายด้าน พบว่าทุกด้านอยู่ในระดับมาก
2.ประสิทธิภาพและประสิทธิผลการบริหารงานของผู้บริหารสถานศึกษาภาพรวม พบว่าไม่แตกต่างกัน
3.ความสัมพันธ์ระหว่างประสิทธิภาพและประสิทธิผลการบริหารงานของผู้บริหารสถานศึกษาโดยภาพรวมมีความสัมพันธ์กันทางบวกอยู่ในระดับสูงมาก
4. ข้อเสนอแนะในการบริหารงานของผู้บริหารสถานศึกษาตามความคิดเห็นของครูผู้สอนมีข้อเสนอแนะ ดังนี้ คือ ด้านการบริหารงานด้านวิชาการผู้บริหารสถานศึกษาควรมีการวางแผนงานด้านวิชาการ ควรพัฒนาหรือดำเนินการเกี่ยวกับการให้ความเห็นการพัฒนาสาระหลักสูตรท้องถิ่นและควรมีการนิเทศการศึกษาเป็นระยะ ด้านการบริหารงบประมาณผู้บริหารควรจัดทำแผนปฏิบัติการใช้จ่ายเงิน ควรมีการรายงานผลการเบิกจ่ายงบประมาณ ควรกำหนดรูปแบบรายการหรือคุณลักษณะเฉพาะของครุภัณฑ์หรือสิ่งก่อสร้าง การจัดหาพัสดุควรมีสภาพคล่อง ควรมีการควบคุม ดูแล บำรุงรักษาและจำหน่ายพัสดุ ควรจัดทำบัญชีการเงินให้เป็นปัจจุบัน และควรมีการการจัดทำรายงานทางการเงิน ด้านการบริหารบุคคลผู้บริหารสถานศึกษาควรแจ้งให้ครูรับรู้เกี่ยวกับการดำเนินการเลื่อนขั้นเงินเดือน ควรมีการจัดระบบและจัดทำทะเบียนประวัติของครูและการสรรหาและบรรจุแต่งตั้งควรมีความโปร่งใสและชัดเจน และด้านการบริหารทั่วไปผู้บริหารสถานศึกษาควรมีการพัฒนามาตรฐานการปฏิบัติงานของครู ควรเอาใจใส่ในการดูแลอาคารสถานที่และสภาพแวดล้อมภายในโรงเรียน ควรให้มีการระดมทรัพยากรเพื่อการศึกษา ควรให้มีแนวทางการจัดกิจกรรมเพื่อปรับเปลี่ยนพฤติกรรมในการลงโทษนักเรียนและควรให้มีแนวทางการจัดกิจกรรมเพื่อปรับเปลี่ยนพฤติกรรมในการลงโทษนักเรียน
The objectives of this research were (1) to study the efficiency and the effectiveness administration of the school administratorsas perceived by teachers (2) to compare the efficiency and the effectiveness administration of the school administratorsas perceived by teachers (3) to figure out the correlation between the efficiency and the effectiveness administration of the school administratorsas perceived by teachers and (4) to assess the suggestions of the teachers. The samples of this research were 369 teachers under the Narathiwat Primary Educational Area Office. Data were collected through questionnaire and were analyzed by using the percentage, average, standard deviation, t-test, f-test and also the correlation coefficient of Pearson.
The results of the research were as followed
1.The level of the efficiency and the effectiveness administration of the school administrators in overall and in each aspect were at a high level.
2.The comparison of efficiency and the effectiveness of the school administratorsin 4 aspects mentioned above in overall were no any differences.
3.The correlation between the efficiency and the effectiveness administration of the school in overall had the positive correlation at a very high level
4.The processing of the suggestions regarding the administration of the school administrators under the Narathiwat Primary Educational Area Office showed that the efficiency administration of the school administrators in academic affair, the school administrators should
form the academic act, emphasize and develop the local curriculum and supervise on education regularly. He also should form the plan to spend the money and reporting on the budget used, specify the material needed and maintain all supplies in school as well as produce the currently financial accounting in budget management. Furthermore, in the personnel management, the school administrators should inform the teachers about the process of improving salary rate, assist them to make a teachers personal records and the process of recruitment new teachers should be clearly justify. Lastly, the general administration aspect, the school administrators should improve the standard of teachers performance, nourish the school environment, provide a good learning facilities, increase creative activities and lessen the behavior of punishment on students. While the effectiveness administration of the school administrators pointed that firstly student aspect, the school administrators should produce the students who have systematic thinking, creative thinking, good making decision, enable in solving the problems and qualify all the skills required by the curriculum. Secondly school aspect, the school administrators should produce the environment with learning atmospheres and encourage the school to be a social learning. Thirdly teacher factor, the school administrators should encourage teachers in conducting classroom research, raise the awareness of self responsibility and perform their duty at a full potential and lastly the guardian aspect, the school administrators should inform the school information to the board of school committees regularly.
