Abstract:
การวิจัยครั้งนี้วัตถุประสงค์ เพื่อศึกษาระดับการมีส่วนร่วมและแนวทาง ในการพัฒนา การมีส่วนร่วมของประชาชนในการอนุรักษ์พื้นที่ชุ่มน้ำทะเลน้อย อำเภอ ควนขนุน จังหวัดพัทลุง การวิจัยแบ่งออกเป็น 2 ขั้นตอนตามวัตถุประสงค์ของการวิจัย คือ ขั้นตอนที่ 1 เพื่อศึกษาระดับ การมีส่วนร่วมของประชาชนในการอนุรักษ์พื้นที่ชุ่มน้ำทะเลน้อย โดยมีกลุ่มตัวอย่าง 272 กลุ่มตัวอย่าง เครื่องมือที่ใช้ คือ แบบสอบถาม ขั้นตอนที่ 2 เพื่อหาแนวทางในการพัฒนาการมีส่วนร่วมของประชาชนในการอนุรักษ์พื้นที่ชุ่มน้ำทะเลน้อย อำเภอควนขนุน จังหวัดพัทลุง โดยมีกลุ่มตัวอย่าง จำนวน 30 คน เครื่องมือที่ใช้ในการวิจัยคือ การประชุมแบบมีส่วนร่วม (AIC) ผลการศึกษาพบว่า
ขั้นที่ 1 ผลการศึกษาระดับการมีส่วนร่วมของประชาชนโดยใช้แบบสอบถาม พบว่า ระดับการมีส่วนร่วมของประชาชนในการอนุรักษ์พื้นที่ชุ่มน้ำ ทะเลน้อยโดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการใช้ประโยชน์ ในพื้นที่อยู่ในระดับมาก เนื่องจากวิถีชีวิต ของประชาชนที่อาศัยอยู่ในพื้นที่ติดกับทะเลน้อยหรือ อยู่ใกล้กับทะเลน้อย ล้วนใช้ประโยชน์ในการดำรงชีพที่สัมพันธ์กับพื้นที่ชุ่มน้ำทะเลน้อยทั้งสิ้น รองลงมาคือด้านการปฏิบัติตามแผน ด้านการติดตามและประเมินผล ด้านการดำเนินงาน ส่วนด้านการวางแผน พบว่าอยู่ในระดับน้อยสุด ตามลำดับ และขั้นที่ 2 ผลการศึกษาแนวทางในการพัฒนาการมีส่วนร่วมของประชาชนในการอนุรักษ์พื้นที่ชุ่มน้ำทะเลน้อย โดยใช้กระบวนการ AIC กับกลุ่มตัวอย่าง จำนวน 30 คน พบว่า ได้แผนปฏิบัติการมีส่วนร่วม จำนวน 5 โครงการ ได้แก่ โครงการที่ชุมชนสามารถทำได้เอง ประกอบด้วย 1) กิจกรรมอนุรักษ์พื้นที่ชุ่มน้ำทะเลน้อยโดยจิตอาสา 2) กิจกรรมกำจัดวัชพืชบริเวณพื้นที่ชุ่มน้ำทะเลน้อย 3) กิจกรรมป้องกันและกำจัดขยะบริเวณพื้นที่ชุ่มน้ำทะเลน้อย และกิจกรรมโครงการที่ชุมชนต้องขอรับการสนับสนุนจากหน่วยงานภาครัฐ ประกอบด้วย 1) กิจกรรม การปรับปรุงสิ่งอำนวยความสะดวกสำหรับนักท่องเที่ยว 2) กิจกรรมการปรับปรุงภูมิทัศน์บริเวณโดยรอบของพื้นที่ชุ่มน้ำทะเลน้อย
Abstract:
The purposes of this research were to study the level of participation and the approaches for the development of peoples participation in Talay Noi wetland conservation area at Kuan Kanun district in Patalung province. The research was divided into 2 stages according to its objectives. Stage 1 was to study the level of peoples participation in Talay Noi wetland conservation area consisting of 272 research samplings. Research instruments were check-list questionnaires. Stage 2 was to investigate the approaches for development of peoples participation in Talay Noi wetland conservation area at Kuan Kanun district in Patalung province consisting of 30 research samplings. Research instruments used were AIC technique workshop. The findings were:
Stage 1, the results of the study of the level of peoples participation in Talay Noi wetland conservation area after using questionnaires with 272 research samplings, found that it was at the average level. Considering at each aspect, the aspect of using the area was at a high level because people in the area used it for earning their living as their way of life, then the aspect of acting plan, the aspect of follow up and evaluation and implementing the plan respectively. However, it was found that the planning aspect was at the lowest level. Stage 2, the results of investigating the approaches for development of peoples participation in Talay Noi wetland conservation area at Kuan Kanun district in Patalung province which consisted of 30 research samplings by using AIC technique workshop, found that there were 5 projects of participation in action plans. The project that could be done by community were 1) volunteering to conserve the Talay Noi wetland activity, 2) weeding the Talay Noi Wetland area activity, 3) garbage preventing and disposal activity. There were two more activities that the community needed to be subsidized by the government sectors, 1) improving needed facilities for tourists and 2) improving landscape around the Talay Noi wetland area.
