Abstract:
The purposes of this research were to study the needs of the potential development in working of community committee at Surat Thani City Municipality and to create the strategic plan for their potential development. The study was divided into 2 stages and research findings were as follows:
Stage 1. The result of the needs to develop the potential of community committee which collected data by using questionnaires to 215 random samplings revealed that 1) the respondents were nearly the same numbers of males and females, age ranged between 41-50 years, diploma degrees, 10,000 incomes a month, over 5 years working in the positions and never been trained before getting work. 2) the needs for potential development were categorized in 5 aspects ranking from high to low were roles of the committee, leaderships, leaderships principles in workplace, local government administration and structures and roles of city municipality respectively.
Stage 2. The result of creating the potential development plan in working of community committee at Surat Thani City Municipality at the development of the planning stage collected all data from literatures, documents, theories, related research and field study in stage 1 in order to set problems and needs for drafting of the development plan including 4 aspects namely were Thai local government administration, structures and roles of city municipality and its community committee, leadership and local leadership and strategic leadership for city municipality community committee. The research was conducted by adopting the training workshop strategy. The result of audition and evaluation of appropriateness and cohesion of the plan were analyzed by 11 experts (SMS) showed that the appropriateness and cohesion of the plan was at a high to the highest level. The suggestions of all experts were used to improve and then create the completed strategic plan for potential development of Surat Thani City Municipality community committee which was ready for further use.
