Application of good governance against purchasing corruption in a local administrative organization : a case study of a subdistrict administrative organization on Pathum Thani province
Abstract:
Now adays, the Local Government Promotion Department is the institute which directly control the Local Administration Organization and promotes good governance management including the rule of law, morality, transparency, participation, responsibility and the cost-effectiveness to administrate all work and purchasing to ensure the highest level of benefit for people. In a strong community that needs to encourage agencies, this is an important mechanism for a local government with good management practices. It can promote good governance and sustainable local development. The purpose of this research was to study how to promote good governance and estimate it is effect on purchasing in a Subdistrict Administration Organization in Pathum Thani Province. Factors considered included rule of law, morality, transparency, participation, responsibility and cost-effectiveness. The sample consisted of 7 individuals; a Subdistrict Administration Organization President, a Subdistrict Administration Organization Vice President, The Chairman of an Executive Council a Subdistrict Administration Organization Secretary, a Head of Finance, a Procurement official, and a local government Community Representative Interviews were used to collect the data. The researchers created the questions which used simple vocabulary, were easy to understand and could be modified to suit the interviewees. The questions were open ended questions formulated following the advice of the research advisors.The results are summarized as follows: 1.Guidelines promoting good procurement governance for local administrative bodies include a critical component; a good internal control system that is both efficient and effective.It is the executives responsibility to create such a system, to create an environment in which personnel have truly good governance, to strengthen and develop the employees performance to formulate the objectives for the internal control of local administrative organizations to use a combination of transparent administration, efficient use of resources and cost-effective benefit for the people. 2.The evaluation of the good procurement governance of local government was split into the following issues.2.1The rule of law: the law and regulations must be fair and modern and acceptable to society Everyone must work in accordance with the to laws and regulations.2.2 Morals and ethics: staff working in government must have morals and ethics, be non-biased and not favor any specific parties. 2.3 Transparency: transparency in procurement weans disclosing all the information so that people can be informed.2.4 Principles: allow people to get involved in procurement same as a procurement official.2.5 Responsibility: employees are responsible for their own duties and must be ready for external inspection at any time.2.6 Cost-effectiveness: the procurement process must supply a quality service that is optimized and offers good value for money.
