Abstract: การศึกษาวิจัยมีวัตถุประสงค์ เพื่อศึกษาสภาพการจัดทำนโยบาย และข้อคิดเห็นของประชาชนจากการดำเนินนโยบายการดำเนินงาน และส่งเสริมโครงการประเพณีตานต้อด แนวทางการดำเนินงาน การอนุรักษ์ และส่งเสริม และการสร้างแผนสวัสดิการชุมชน จากประเพณีตานต้อด ศึกษาถึงปัญหาและข้อเสนอแนะของประชาชน ประชากรที่ใช้ในการวิจัย ได้แก่ ผู้นำชุมชน จำนวน 63 คน เครื่องมือที่ใช้ในการวิจัย การสัมภาษณ์แบบสนทนากลุ่ม พบว่า ด้านนโยบายศิลปวัฒนธรรมขององค์การบริหารส่วนตำบลดอกคำใต้ เป็นนโยบายสาธารณะ ที่สอดคล้องกับความเป็นจริง และตรงกับความต้องการของชุมชน ด้านประสิทธิภาพการดำเนินงาน มีประสิทธิภาพดี ด้านแนวทางการส่งเสริมอนุรักษ์ มีเฉพาะบางหมู่บ้านเท่านั้นที่พยายามส่งเสริมอนุรักษ์ประเพณีตานต้อดมาอย่างต่อเนื่อง ด้านการสร้างแผนสวัสดิการชุมชน ควรที่จะผลักดันให้เป็นโครงการด้านสวัสดิการชุมชน ด้านการมีส่วนร่วมของผู้มีส่วนร่วมกลุ่มเด็กเยาวชนและกลุ่มผู้สูงอายุ ไม่ค่อยมีส่วนร่วมเพราะไม่ตรงกับวันหยุดราชการ ปัญหาและข้อเสนอแนะ พบว่า ควรผลักดันงบประมาณการดำเนินงาน และส่งเสริมโครงการประเพณีตานต้อดให้เป็นนโยบายหลักด้านการทำนุบารุงศิลปวัฒนธรรมขององค์การบริหารส่วนตำบลดอกคำใต้ต่อไป "

Abstract: The aims of this research were to study about the and the public opinion of implementation and promote the thanthod tradition, also this research to study about the public approach of Implemented, preserved, promoted and the public policy of the thanthod tradition, moreover there this research studied about recommendations of the community on thanthod tradition. The population of this research were has 63 of community leaders, such as monks, subdistrict headmen, village headmen, assistance village headmen, headman and members of Dokkhamtai subdistrict administration organization. The data were collected using interview, group discussions and questionnaires. The questionnaires were studied for 3 paths, first path studied about the general information of respondents, the second path studied about opinions of public on thanthod tradition and the last path studied about the problems and suggestions of thanthod tradition. The results of this research shown we about the thanthod tradition policy of Dokkhamtai SAO as follow: The policies were the best policy that accorded and responded the public needs, the good efficiency of implementation the thanthod tradition, the good approach to promote conservation but some community that always have the thanthod tradition, the community should to join for planned the community’s benefit plan, the thanthod tradition should be arranged the holiday because of the youth will be join in the thanthod tradition. The suggestions of the thanthod tradition was expenditure of the thanthod tradition and Dokkhamtai SAO should to had tracking results of thanthod tradition always, support and promoted the thanthod tradition to be the important tradition of community.
