Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาระดับการมีส่วนร่วมของประชาชน ในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลบ้านต๊ำ อ.เมือง จังหวัดพะเยา และเพื่อศึกษาปัญหา และอุปสรรคในการมีส่วนร่วมของประชาชน ในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลบ้านต๊ำ อ.เมือง จังหวัดพะเยา กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ประชาชนในพื้นที่ตำบลบ้านต๊ำ จำนวน 13 หมู่บ้าน รวม 380 คน เครื่องมือที่ใช่ในการวิจัยได้แก่ แบบสอบถาม โดยแบ่งเนื้อหาออกเป็น 3 ตอน คือ ตอนที่ 1 ข้อมูลพื้นฐานทั่วไปของผู้ตอบแบบสอบถาม ตอนที่ 2 แบบสอบถามระดับการมีส่วนร่วมของประชาชน ในการจัดการทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลบ้านต๊ำ ตอนที่ 3 แบบสอบถามปลายเปิดเกี่ยวกับปัญหา และข้อเสนอแนะของประชาชน ในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลบ้านต๊ำ แล้วนำมาวิเคราะห์ข้อมูลโดยหาค่าเฉลี่ย และตัวแปลของค่าเฉลี่ย "

Abstract: This research aimed to study the level of public participation in the preparation of local development plans at Baan Tum Municipal District, Amphoe Muang, Phayao Province and to study problems and difficulty on public participation in the preparation of the local development plans at Baan Tum Municipal District, Amphoe Muang, Phayao Province. The samples of the study were 380 people from 13 villages in Baan Tum district area. The instrument was the questionnaire comprising 3 parts: Part 1: basic information of the respondents, Part 2: level of public participation in the preparation of the local development plans at Baan Tum Municipal District, and Part 3: Open-ended questionnaire about problems and suggestions on the preparation of the local development plans at Baan Tum Municipal District. The results showed that the samples gave their opinions on the level of the public participation in the preparation of development plans at Baan Tum Municipal District, Amphoe Muang, Phayao Province at the level of moderate. The level of public participation in making decision was highest, followed by the public participation in the benefits, the public participation in the evaluation and the least level of public participation was in the action aspect.
