Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความต้องการจำเป็น และจัดลำดับความต้องการจำเป็น
ในการพัฒนาสมรรถนะของผู้บริหารสถานศึกษาและครู ในการจัดทำราคากลางงานก่อสร้างอาคาร
ของสถานศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัยเป็น
ผู้บริหารสถานศึกษาและครู จำนวนรวม 272 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามวัด
ความต้องการจำเป็นในการพัฒนาสมรรถนะที่มีลักษณะตอบสนองคู่ วิเคราะห์ข้อมูลใช้สถิติ
พื้นฐานได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน วิเคราะห์หาความต้องการจำเป็นใช้ดัชนี
ความสำคัญของความต้องการจำเป็น (Modified priority Need Index ; PNI Modified )
ผลการวิจัยพบว่า ผู้บริหารสถานศึกษาและครู มีความต้องการจำเป็นในการพัฒนาสมรรถนะ
โดยจัดเรียงลำดับจากมากไปน้อยดังนี้
1. ด้านความรู้ พบว่ามีความต้องการจำเป็นในการพัฒนา 1). ด้านการแบ่งงวดงาน-งวดเงิน
และระยะเวลาในงานก่อสร้าง 2). ด้านค่าใช้จ่ายต่าง ๆ ในการดำเนินงานก่อสร้าง (ค่า Factor F)
3). ด้านค่าวัสดุสำหรับการคำนวณราคากลาง (PNIModified = 0.75 , 0.63 และ 0.47) ตามลำดับ
2. ด้านทักษะ พบว่ามีความต้องการจำเป็นในการพัฒนา 1). ด้านการแบ่งงวดงาน-งวดเงิน
และระยะเวลาในงานก่อสร้าง 2). ด้านหลักเกณฑ์การคำนวณปริมาณวัสดุงานโครงสร้าง 3). ด้าน
มาตรฐานการวัดปริมาณงานที่ใช้เพื่อการคำนวณหาปริมาณวัสดุ (PNIModified = 0.77, 0.45 และ
0.43) ตามลำดับ
Abstract:
The purpose of this research was to study the needs and arranging priority the needs for
competency development of the administrators and teachers who are the committees of official
fixed price determination for building constructions of educational institutes belong to the
Vocational Education Commission. The samples in this study were 272 administrators and teachers.
The instrument in this research consisted of the needs assessment questionnaire concerning
competency development. Percentage, mean, and standard deviation were used for data analysis.
Furthermore, the needs of competency development were analyzed by using the Modified Priority
Need Index (PNI Modified)
The results of this study revealed that the administrators and teachers have the needs
competency development from high to low as follows:
1. The knowledge domain, the study found that administrators and teachers need to
develop competency development in the aspects of the division of work, payment, and time
period of construction, the aspect of expense on the construction work (the Factor F) used for
calculation to determine the reference prices for construction, and the aspect of the material used
for studying of the plan according to determine the reference prices for construction(PNI Modified = 0.75, 0.63 and 0.47), respectively.
2. The skills domain, the study found that the administrators and teachers needs to develop
competency in the aspects of the division of work payment, and time period at constructions, the
aspect of rules for the quantity calculator of materials for constructions in term of structures, and
the aspect of the standard of work load measurement used for studying of the plan in order to
calculate the quantity of materials (PNI Modified = 0.77, 0.45 and 0.43), respectively.
