Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของคณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีต่อสภาพการกระขายอำนาจการบริหารและการจัดการศึกษา ตามความคิดเห็นของผู้บริหารสถานศึกษา ข้าราชการครูและประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญเพื่อเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษา ข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีต่อการบริหารงานโรงเรียนในด้านวิชาการ ด้านงบประมาณ ด้านบริหารงานบุคคลและด้านบริหารทั่วไป สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญ จำแนกตามตำแหน่งวุฒิการศึกษาและประสบการณ์การทำงาน กลุ่มตัวอย่างที่ใช้ในการวิจัยคือคณะกรรมการสถานศึกษาขั้นพื้นฐานของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญ จำนวน 162 โรงเรียน โรงเรียนละ 3 คน จำนวนทั้งสิ้น 486 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 162 ราย ข้าราชการครูที่ได้รับการแต่งตั้งเป็นคณะกรรมการสถานศึกษาขั้นพื้นฐานจำนวน 162 คน และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 162 คน ซึ่งได้มาโดยการสุ่มอย่างง่าย โดยวิธีจับสลาก เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม ชนิดมาตราส่วนประมาณค่า 5 ระดับ จำนวน 67 ข้อ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า F และการวิเคราะห์ความแปรปรวน ผลการวิจัยพบว่า 1. คณะกรรมการสถานศึกษาขั้นพื้นฐาน มีความคิดเห็นต่อสภาพการกระจายอำนาจการบริหารและการจัดการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญ โดยรวมอยู่ในระดับมาก 2. คณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีตำแหน่งแตกต่างกันมีความคิดเห็นต่อสภาพการกระจายอำนาจการบริหารและการจัดการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญ โดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3. คณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีวุฒิการศึกษาต่างกันมีความคิดเห็นต่อสภาพการกระจายอำนาจการบริหารและการจัดการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญ โดยรวมไม่แตกต่างกัน 4. คณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีประสบการณ์การทำงานต่างกันมีความคิดเห็นต่อสภาพการกระจายอำนาจการบริหารและการจัดการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอำนาจเจริญ โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 The purposes of this research were to study the role of school board members in basic education institutions in the management of administration decentralization and education management as reflected by the opinions of school administrators, teacher representatives and chairmen of school board members in basic education institutions under the jurisdiction of Amnatcharoen Education Service Area Office. The opinions of the respondents were compared by there position, education and work experience. The sample group consisted of 486 school board members in basic education institutions form 162 schools including school administrators, 162 teacher representatives and 162 chairmen of school board members in basic education institutions. The subjects were selected by means of simple random sampling method. The instrument used in collecting data was a 5 rating-scales questionnaire. The statistic used in analyzing data were percentage, mean, standard deviation, and F-test. The research findings were as follows : 1. The members of the basic education institution boards perceived the role of school board members in basic education institutions in the management of administration decentralization and education management under the jurisdiction of Amnatcharoen Education Service Area Office as being at the high level. 2. There was statistically significant difference at the level of .05 in the perceptions of the members of the basic education institution boards whose positions were different regarding the role of school board members in basic education institutions in the management of administration decentralization and education management under the jurisdiction of Amnatcharoen Education Service Area Office. 3. There was no significant difference in the perceptions of the members of the basic education institution boards whose educations were different regarding the role of school board member in basic education institutions in the management of administration decentralization and education management under the jurisdiction of Amnacharoen Education Service Area Office. 4. There was statistically significant difference at the level of .05 in the perceptions of the member of the basic education institution boards whose lengths of service in their positions were different regarding the role of the school board members in basic education institutions in the manage-ment of administration decentralization and education management under the jurisdiction of Amnat-charoen Education Service Area Office.
