Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการ การบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษากลุ่มเครือข่ายสถานศึกษาที่ 10 สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 2) นำเสนอรูปแบบการบริหารแบบมีส่วนร่วมของสถานศึกษากลุ่มเครือข่ายสถานศึกษาที่ 10 สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1
วิธีดำเนินการวิจัยในครั้งนี้ แบ่งเป็น 2 ช่วง ตามวัตถุประสงค์การวิจัย คือ ช่วงที่ 1 ศึกษาสภาพการบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษา กลุ่มเครือข่ายสถานศึกษาที่ 10 ใน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 กลุ่มเป้าหมายที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษา ครู ผู้ทรงคุณวุฒิในคณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 ประจำปีการศึกษา 2553 จำนวน 43 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ช่วงที่ 2 สร้างรูปแบบการบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษาในการบริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 ผู้วิจัยใช้วิธีการสนทนากลุ่ม (Focus Group) โดยผู้เชี่ยวชาญ จำนวน 10 คน
ผลการวิจัยพบว่า
ผลการวิจัยเรื่องการนำเสนอรูปแบบการบริหารแบบมีส่วนร่วมของสถานศึกษา กลุ่มเครือข่ายสถานศึกษาที่ 10 สังกัด สำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 สรุปผลการวิจัยดังนี้
1. สภาพการบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษา กลุ่มเครือข่ายสถานศึกษาที่ 10 สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 พบว่า สภาพการบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษาในงาน 4 ด้าน คือ ด้านบริหารงานวิชาการ ด้านบริหารงบประมาณ ด้านบริหารงานบุคคล และด้านบริหารงานทั่วไป โดยภาพรวม อยู่ในระดับปานกลาง ซึ่งมีด้านบริหารงานวิชาการ และ ด้านบริหารงานทั่วไป อยู่ในระดับมาก
2. รูปแบบการบริหารแบบมีส่วนร่วมของผู้บริหารสถานศึกษา กลุ่มเครือข่ายสถานศึกษาที่ 10สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 1 มี 2 องค์ประกอบ คือ
2.1 องค์ประกอบของรูปแบบ ได้แก่ 1) องค์ประกอบด้านการบริหารงาน 4 ด้าน คือ ด้านการบริหารงานวิชาการ ด้านการบริหารงานงบประมาณ ด้านการบริหารงานบุคคล และด้านการบริหารงานทั่วไป
2) องค์ประกอบด้านระบบการบริหารแบบมีส่วนร่วม 4 ระบบ คือ ระบบการส่งเสริมให้ผู้ปฏิบัติงานมีส่วนร่วม
เป็นเจ้าของ ระบบกลุ่มคุณภาพงาน ระบบการรับฟังข้อเสนอแนะ และ ระบบการปรึกษาหารือ ซึ่งทั้ง 2องค์ประกอบจะดำเนินการไปในลักษณะการประสานงานภายใต้กระบวนการบริหารคุณภาพ PDCA
2.2 องค์ประกอบระบวนการบริหารแบบมีส่วนร่วม ได้แก่ 1) ศึกษาสภาพการบริหารงานแบบมีส่วนร่วม 2) วางแผนดำเนินการ 3) ร่วมประชุมสนทนากลุ่ม 4)ปฏิบัติงานการบริหารแบบมีส่วนร่วม 4 ระบบตามกระบวนการบริหารคุณภาพ PDCA 5) สรุปผลการดำเนินงาน
The objectives of this study were 1) to investigate the state of school administrators in their participation in the 10th Educational Network under the Jurisdiction of the Office of Ubon Ratchathani Educational Service Area 1 and 2) to propose the school administrator participatory administration model to the 10th Educational Network under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 1.
The study was divided into 2 sessions according to the objectives. The 1st session was to study the state of participation in the educational administration of the 10th Education Network of the school administrators. A total of 43 people including educational administrators, teachers and experts from the basic educational committee under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 1 in the academic year 2010 were used as the target group for this study. The research instrument used in the data collection was the questionnaire. The 2nd session was to create the school administrator participatory administration model which the 10th Educational Network could apply to its administrative affairs. The method of focus group meeting with 10 experts was also employed in this study.
The research findings were as follows:
1. The state of the school administrator participatory administration model which the 10th Educational Network was found to be at a moderate level of practice in four aspects; academic administration, budget administration, personnel administration and general administration. Among these, the academic administration and general administration aspects were found to be at a high level.
2. For the construction and proposal of the school administrator participatory administration model which the 10th Educational Network, the following factors of the model were derived.
2.1 The structures of the model consisted of (1) the administrative structures including four aspects namely academic administration, budget administration personnel administration, and general administration; (2) the participative administration structure containing four systems, that is, ownership promotion system, quality group system, suggestion system, and consultant system. Both structures of the model were carried out according to the process of quality management with the Deming PDCA cycle.
2.2 The structures of the school administrators participation in the process of the administration model included (1) the study of the participative administration, (2) action planning, (3) focus group discussion meeting, (4) action of four systems of the participatory administration according to the process of quality management with the Deming PDCA cycle, and (5) conclusion of the action results.
