Abstract: การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาสภาพและปัญหาคุณภาพการปฏิบัติงานบุคลากรของแขวงการทางชัยภูมิ 2) เพื่อสร้างยุทธศาสตร์การพัฒนาคุณภาพการปฏิบัติงานบุคลากรของแขวงการทางชัยภูมิ วิธีการศึกษาใช้การวิจัยแบบผสมผสานเชิงปริมาณและคุณภาพ เชิงปริมาณใช้แบบสอบถาม ส่วนเชิงคุณภาพใช้แบบสัมภาษณ์เจาะลึก และการจัดประชุมเชิงปฏิบัติการในส่วนของแบบสอบถามแบ่งเป็น 2 กลุ่ม คือ กลุ่มเจ้าหน้าที่ของส่วนราชการที่มาติดต่อราชการกับแขวงการทางชัยภูมิ จำนวน 126 คน และกลุ่มบุคลากร แขวงการทางชัยภูมิ จำนวน 29 คน ส่วนยุทธศาสตร์การพัฒนาคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิใช้วิธีการวิเคราะห์ศักยภาพขององค์กร (SWOT Analysis) เพื่อกำหนดวิสัยทัศน์ กำหนดพันธกิจ กำหนดประเด็นยุทธศาสตร์ กำหนด เป้าประสงค์ และกำหนดแนวทางดำเนินการ กลยุทธ์ โครงการ ได้ยุทธศาสตร์ในการพัฒนาคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิ ผลการวิจัยสรุปได้ดังนี้ 1. สภาพการปฏิบัติงานและระดับคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิ พบว่า ผู้มาติดต่อราชการกับแขวงการทางชัยภูมิ มีความคิดเห็นต่อคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิ โดยรวม เห็นว่า คุณภาพการปฏิบัติงานอยู่ในระดับปานกลางและมีความคิดเห็นต่อคุณภาพการปฏิบัติงานในระดับสูงเป็นสัดส่วนมากที่สุด ในด้านสถานที่และสภาพ แวดล้อมและมีความคิดเห็นในระดับต่ำเป็นสัดส่วนมากที่สุด คือ ด้านการดำเนินงานตามบทบาทหน้าที่ความรับผิดชอบ ส่วนบุคลากรแขวงการทางชัยภูมิ มีความคิดเห็นต่อคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิ โดยรวมเห็นว่าคุณภาพการปฏิบัติงานอยู่ในระดับปานกลาง และมีความคิดเห็นต่อคุณภาพการปฏิบัติงานในระดับสูงเป็นสัดส่วนมากที่สุด ในด้านสถานที่และสภาพแวดล้อม และมีความคิดเห็นในระดับต่ำเป็นสัดส่วนมากที่สุด คือ ด้านความรู้ 2. ผลการสร้างยุทธศาสตร์การพัฒนาคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิ ได้ยุทธศาสตร์การพัฒนาคุณภาพการปฏิบัติงานบุคลากรแขวงการทางชัยภูมิ ดังนี้ 1) การพัฒนาความรู้และคุณภาพการปฏิบัติงาน 2) การพัฒนาคุณภาพการให้บริการ 3) การประชาสัมพันธ์เผยแพร่ข้อมูลข่าวสาร 4) การพัฒนาด้านสถานที่และสภาพแวดล้อม

Abstract: The objective of this research were to 1) study working condition and practical quality problems in the Chaiyaphum Provincial Administration Organization 2) develop strategy to improve practical quality and solve all practical problems that existed. The research has employed both quality method. Quantity method in form of questionnaires is used to collect information the quality method such in depth interview and seminars are used to clarify the problems. Questionnaires are divided into two groups: the first for the group of persons who has come to contract with Chaiyaphum Highway District about 126 persons; the second for its own personnel about 29 persons. On the matter of a development strategy for the quality of work operation of the officials at chaiyaphum highway district, we has employed SWOT Analysis to define the vision, mission, strategic points, objectives and operational methods. Results 1. On the working condition and quality of work in the agency, most personnel who come to contact or work with the agency, think quality of work in the agency is in the medium level, highest ratio and environment earn the and working condition lowest ratio. Ask for the most personnel who work in the agency, they think quality of their works is in the medium level, high level of practical quality according to bureaucracy’s plan earned the highest ratio on the aspects of working condition and environment, while the lowest ratio opinion has shown in the knowledge aspect. 2. On the matter of constructing and developing strategies to improve practical quality and solve all practical problem, we discovered some critical issues such 1) A development the knowledge and a quality of work 2) Service quality development 3) public relations information 4) development the aspects of working condition and environment.
