Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์คือ เพื่อวิจัยเชิงประเมินผลในด้านบริบทของโครงการ ด้านปัจจัยพื้นฐานของโครงการ ด้านกระบวนการของโครงการ และด้านผลการดำเนินงานของโครงการ วิธีการศึกษาใช้วิธีการวิจัยแบบผสมผสานเชิงปริมาณและเชิงคุณภาพ เชิงปริมาณใช้แบบสอบถาม ส่วนเชิงคุณภาพใช้การสัมภาษณ์แบบเจาะลึก ในส่วนของผู้ตอบแบบสอบถามจำแนกเป็น 2 กลุ่มได้แก่ กลุ่มที่ 1 คือ เจ้าหน้าที่ตำรวจผู้ปฏิบัติงานตามโครงการชุมชนและมวลชนสัมพันธ์ ของสถานีตำรวจภูธรอำเภอแก้งสนามนาง จำนวน 13 คน ส่วนกลุ่มที่ 2 คือ ประชาชนที่อยู่ในพื้นที่รับผิดชอบ ของสถานีตำรวจภูธรอำเภอแก้งสนามนาง จังหวัดนครราชสีมา จำนวน 350 คน
ผลการวิจัยพบว่า
1) ผลการประเมินโครงการชุมชนและมวลชนสัมพันธ์ ในทรรศนะของเจ้าหน้าที่ตำรวจผู้ปฏิบัติงาน พบว่า มีผลการประเมินในระดับปานกลาง เมื่อวิเคราะห์ผลการประเมินเป็นรายด้าน พบว่า ในด้านบริบท และด้านผลการดำเนินงานมีผลการประเมินในระดับสูง เป็นสัดส่วนสูงที่สุด แต่ในทางตรงกันข้ามด้านบริบทมีผลการประเมินในระดับต่ำเป็นสัดส่วนสูงที่สุด เมื่อวิเคราะห์ผลการประเมินโครงการด้านบริบท เป็นรายข้อ พบว่า วัตถุประสงค์ของโครงการเป็นประโยชน์ต่อประชาชนมีผลการประเมินสูงที่สุด ส่วนผลการประเมินโครงการด้านปัจจัยพื้นฐานเป็นรายข้อพบว่า เจ้าหน้าที่มีทัศนคติที่ดีต่อการปฏิบัติงานโครงการชุมชนและมวลชนสัมพันธ์มีผลการประเมินสูงที่สุด ส่วนผลการประเมินโครงการด้านกระบวนการ เป็นรายข้อ พบว่า มีการแต่งตั้งคณะทำงานตามโครงการอย่างชัดเจนมีผลการประเมินสูงที่สุด และผลการประเมินโครงการด้านผลการดำเนินงาน เป็นรายข้อ พบว่า ประชาชนพึงพอใจที่ได้รับความช่วยเหลือจากเจ้าหน้าที่ตำรวจตามโครงการมีผลการประเมินสูงที่สุด
2) ผลการประเมินโครงการชุมชนและมวลชนสัมพันธ์ ในทรรศนะของประชาชน พบว่า มีผลการประเมินในระดับปานกลาง เมื่อวิเคราะห์ผลการประเมินเป็นรายด้าน พบว่า ในด้านบริบทมีผลการประเมินในระดับสูง เป็นสัดส่วนมากที่สุด แต่ในทางตรงกันข้ามด้านผลการดำเนินงานมีผลการประเมินในระดับต่ำเป็นสัดส่วนสูงที่สุด เมื่อวิเคราะห์ผลการประเมินโครงการด้านบริบท เป็นรายข้อ พบว่า ประชาชนในพื้นที่มีความพร้อมที่จะร่วมโครงการชุมชนและมวลชนสัมพันธ์มีผลการประเมินสูงที่สุด ส่วนผลการประเมินโครงการด้านปัจจัยพื้นฐานเป็นรายข้อ พบว่า เจ้าหน้าที่ตำรวจให้บริการประชาชนในชุมชนอย่างเท่าเทียมกันมีผลการประเมินสูงที่สุด ส่วนผลการประเมินโครงการด้านกระบวนการ เป็นรายข้อ พบว่า เจ้าหน้าที่ตำรวจให้การต้อนรับเข้าร่วมกิจกรรมตามโครงการด้วยอัธยาศัยไมตรีที่ดี ยิ้มแย้มแจ่มใส่ สุภาพเรียบร้อยมีผลการประเมินสูงที่สุด และผลการประเมินโครงการด้านผลการดำเนินงาน เป็นรายข้อ พบว่า ประชาชนมีความพึงพอใจต่อวัตถุประสงค์ของโครงการมีผลการประเมินสูงที่สุด
3) ผลจากการสัมภาษณ์แบบเจาะลึก ผู้บริหารโครงการมีความเห็นว่า ด้านบริบทของโครงการเรื่อง วัตถุประสงค์ของโครงการเข้าใจง่ายและมีประโยชน์ต่อประชาชนและชุมชน ทำให้ประชาชนในชุมชนมีส่วนร่วมในการรับทราบปัญหาในชุมชนและร่วมกันแก้ไขปัญหานั้น ๆ ส่วนในปัจจัยพื้นฐานของโครงการมีความเห็นว่า เจ้าหน้าที่ตำรวจในโครงการมีความรู้ ความสามารถ เข้าใจขั้นตอนในการดำเนินงาน แต่มีจำนวนน้อย งบประมาณในการดำเนินโครงการมีอยู่อย่างจำกัดไม่เพียงพอในการดำเนินงาน การเบิกจ่ายมีความล่าช้า วัสดุอุปกรณ์ไม่เพียงพอและไม่ทันสมัย การบริหารจัดการมีประสิทธิภาพเนื่องจากมีการวางแผนและมีการฝึกอบรม ส่วนในด้านกระบวนการมีความเห็นว่า การดำเนินงานของโครงการมีขั้นตอนในการดำเนินการอย่างเป็นระบบ มีการมอบหมายงานกันอย่างชัดเจน แต่การประชาสัมพันธ์ยังไม่มีความชัดเจน และไม่ครอบคลุมพื้นที่ ทำให้ประชาชนบางส่วนไม่ได้รับทราบข้อมูลข่าวสารของโครงการ การรายงานติดตามผลได้ทำอย่างสม่ำเสมอ ส่วนในด้านผลการดำเนินงานมีความเห็นว่า ผลผลิตของโครงการเป็นไปตามวัตถุประสงค์ที่ตั้งไว้ คือ การให้ประชาชนเข้ามามีส่วนร่วมในการป้องกันปัญหาอาญากรรม และปัญหายาเสพติด สำหรับความพึงพอใจต่อโครงการ มีความภาคภูมิใจต่อโครงการนี้มาก เพราะทำให้ประชาชนมีทัศนคติที่ดีแก่เจ้าหน้าที่ตำรวจ ทำให้เจ้าหน้าที่ตำรวจมีแรงจูงใจในการปฏิบัติงาน
Abstract:
The research is an evaluating research that intends to evaluate over all context of the research, Input basic factors of the research, Researching process, and productivity of the research, etc. We have employed the integrating method that compose of both quality and quantity method to study and evaluate the outcome of the research. Questionnaires are used as the quantity tool to collect data while interviewing is used to collect in-depth information of a group of sample. Questionnaires are distributed to 2 groups of sampling. One is distributed to police officers who work on the public relation project of Amphur Kaeng-Sanam-Nang Police Station. The other is a group of people who participant in the project for 350 people.
Outcome of the research :
1) From the information that collected from officers who work on the public relation project, we had found that most of them think project operation is suitable at the medium rate, while they think context and process of the project is in the high average level. On the other hand, they think the suitability of the context itself is suited to community on the low ration is in the high average level. However, after evaluation of the context of the project in detail on each area we had found that the objective of the project has several benefits to public on the high average level, on the input basic factor we had found that officers in the project have a good attitude toward the project on the high average level, on the process of the project matter we had found that the précising appointment of the working group of the project is well and earn the high average level, and for overall operation matter we had found that people in the area are satisfied with help they gotten from police in the program on the highest average level.
2) For the people standpoint, we had found that they have a good attitude toward the program on the medium average level suitability, and after evaluation of the project they think that suitability of the context is at the high average level on the highest ratio. On the other hand, they have given the low average score to the improperly operating process on the highest ration too. Moreover, after evaluation of the context of the project in detail on each area we had found that people in the area quite ready for the program on the high average level, on basic input factors of the program we have found that most people think polices serve them with goodwill, in good spirit, and polite at high average level, and this is also true on the area of operating result that earn high level score too.
3) From the in-dept interview, the manager of the project had found that the context of the project in the respective to its objective is quite easy and valuable to people and community. It can bring the whole community together to solve their own problems. As the basic factors of the project, the organizer had found that police officers who work on the project have a good knowledge, very skillful, and a very good understanding in the operation but inadequate in amount for the project. There is a lack of budget to operation, late on distribution, lack and inadequate of material and tools needless to say all of available tools are quite old and outdate. Management of the project is efficiency because of planning and training before. On the operation aspect, the project is operated systematically because it has planed and assigned task to officer clearly. Downside is on public relation job that is unclear and inadequate, thus, some people dont know about the project. It is reporting and keeping track with the outcome quite well. There are more opinion on operation matter that is the projects productivity meet the objective such as bring people to work for preventing crime and drug. On satisfaction of the project, we are quite pleased with the outcome because it has created a good vision of police to community, on the other hand, it help to advocate police officer to work even harder.
