Abstract:
This research was 1) to study operating conditions following the quality education assurance; and
2) to analyze factors affecting quality by criteria of the Office of the National Education Standards and Quality
Assessment (ONESQA) in the primary schools in Bangkok Metropolis. Qualitative research was applied and
data resources were the Education Department, Bangkok Metropolitan and 6 primary schools under supervision
of the Education Department, Bangkok Metropolitan. Study of the phenomena was divided into two secessions,
i.e. pre-external quality assessment of the first round and post quality assessment after the first round until the
second round of the external quality assessment.
It was found that the Education Department, Bangkok Metropolitan, systematically managed the
four supportive factors for developing the education quality and assurance within the schools, i.e. Context,
Input, Process and Product. The process was at a good level in all areas. and results of analysis of factors
affecting quality, by criteria of the ONESQA, in the primary schools were : 1) factors of structuring
organization and strategic administration ; 2) factors of participatory administration ; 3) factors of internal
quality assurance;4) factors of leadership in creativity, vision, and academic leader ; 5) factors of managing
technology and information; 6) factors of developing HR and training; 7) factors of organizing activities and
learning based on a learner-centered context ; and 8) factors of community relation and cooperation. It was
found that had any schools incompletely imposed the 8 factors, they would underachieve criteria of quality
assurance of the ONESQA.
Recommendations from this research are that the Education Department, Bangkok Metropolitan,
should set policy to continuously support and improve education quality and its assurance for schools under
its supervision. In the meantime, schools underachieving standards should be focused on improving managerial
structure, and improving education standards to achieve a higher quality standard level. There should be
systematic following of the education quality assurance system. When the schools achieve standards, they
should have a mechanism to maintain their quality based on standards of the external assessment.
