The pilot project on the holistic administration : the case study of delegation of authority to the chief executive officer ‪(CEO)‬ as governor administration

Abstract: The primary purpose of this thesis is to study the delegation of authority to the CEO governor. The target population is (1) The CEO governor and the heads of the provincial government office from selected provinces (2) The provincial governor and heads of the provincial government office from the compared provinces. The in-depth interview is analyzed as the quantitative research and percentage analysis. The following conclusions are based on the finding of this investigation: 1) Supervise Administration; The Ministry of Interior cooperates with other related ministries and organizations to delegate their authorities to CEO governor as a holder of official positions at low rate percentage of 49 %. 2) Personal Administration: The Office of Civil Service Commission coordinates cooperation with other related ministries and organizations to proceed the delegation of appointments (transferring), salary step increase, promotion and disciplinary action authority for the government official, class 8 and downward who is not the head of provincial government office, to the CEO governor and the central Administration who have operated the delegation of authority at high rate of 89%. 3) Budget Administration: The Bureau of Budget has cooperated with the authority to transfer the budget of expenditure, changing the construction plan or adding up the budget of purchasing of durable articles and construction by using the leftover budget. The finding indicated that for Budget Administration; the central administration has delegated the authority for high rate of percentage for 90%. Problems, Obstacles and Restrictions of delegation of authority to CEO governor for the pilot project of holistic administration, for the central administration has not yet delegated the total authority to CEO governor of the pilot project. This is contrary to the CEO governor, who is responsible for the coherence of operation, the stability of policy, leadership personality and participle of management.

Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึงระบบการมอบอำนาจให้ผู้ว่าราชการจังหวัดแบบบูรณาการ ประชากรที่ศึกษา คือ (1) ผู้ว่าราชการจังหวัดแบบบูรณาการและหัวหน้าสำนักงานจังหวัดที่ประจำจังหวัดทดลอง (2) ผู้ว่าราชการจังหวัดและหัวหน้าสำนักงานจังหวัดที่ประจำจังหวัดเปรียบเทียบ ศึกษาและเก็บข้อมูลจากข้อมูล เอกสารและแบบสัมภาษณ์เชิงลึก โดยวิเคราะห์ข้อมูลเชิงพรรณนา และสถิติที่ใช้ในการวิเคราะห์ ได้แก่ ร้อยละ ผลการวิจัยพบว่า หน่วยงานราชการบริหารส่วนกลางมีการมอบอำนาจให้ผู้ว่าราชการจังหวัดแบบ บูรณาการตามโครงการจังหวัดทดลองเพิ่มมากขึ้น ดังนี้ 1) ด้านการวินิจฉัยสั่งการ กระทรวงมหาดไทยได้ประสาน กับกระทรวง ทบวง กรมต่างๆในการมอบอำนาจให้แก่ผู้ว่าราชการจังหวัดแบบบูรณาการปฏิบัติราชการแทน ทั้งนี้ หน่วยงานราชการบริหารส่วนกลางมีการมอบอำนาจให้แก่ผู้ว่าราชการจังหวัดแบบบูรณาการในระดับน้อย คิดเป็น ร้อยละ 49 2) ด้านการบริหารบุคคล สำนักงาน ก.พ. ได้ประสานการมอบอำนาจในการแต่งตั้ง (โยกย้าย) เลื่อนขั้น เงินเดือน และการดำเนินการทางวินัยแก่ข้าราชการระดับ 8 ลงมา ซึ่งมิใช่หัวหน้าส่วนราชการในจังหวัดให้แก่ ผู้ว่าราชการจังหวัดแบบบูรณาการ ทั้งนี้ หน่วยงานราชการบริหารส่วนกลางมีการมอบอำนาจให้แก่ผู้ว่าราชการ จังหวัดแบบบูรณาการในระดับมาก คิดเป็นร้อยละ 89 และ 3) ด้านการบริหารงบประมาณ สำนักงบประมาณได้ ประสานการมอบอำนาจให้แก่ผู้ว่าราชการจังหวัดแบบบูรณาการ ในการโอนงบประมาณระหว่างงาน/โครงการ ใน หมวดรายจ่าย การเปลี่ยนแปลงแบบรูปรายการก่อสร้าง การเพิ่มวงเงินงวดรายการค่าครุภัณฑ์และสิ่งก่อสร้างโดย ใช้เงินเหลือจ่าย โดยหน่วยงานราชการบริหารส่วนกลางมีการมอบอำนาจให้แก่ผู้ว่าราชการจังหวัดแบบบูรณาการ ในระดับมาก คิดเป็นร้อยละ 90 ปัญหา อุปสรรค และข้อจำกัดในการมอบอำนาจให้แก่ผู้ว่าราชการจังหวัดแบบบูรณาการตามโครงการ จังหวัดทดลองแบบบูรณาการเพื่อการพัฒนานั้น เกิดจากขาดความชัดเจนของนโยบายและแนวทางการดำเนินงาน โครงการ ทั้งนี้ หน่วยงานราชการบริหารส่วนกลางเองยังมิได้ดำเนินการมอบอำนาจให้แก่ผู้ว่าราชการจังหวัดแบบ บูรณาการอย่างจริงจัง ซึ่งแนวทางการพัฒนาระบบการบริหารราชการจังหวัดแบบบูรณาการเพื่อการพัฒนา คือ ความต่อเนื่อง จริงจังของนโยบาย ภาวะผู้นำของผู้ว่าราชการจังหวัด การสร้างทีมงาน และการบริหารจัดการแบบ มีส่วนร่วม
