The consciousness of local people in environmental conservation : a case study of Koh Samet Rayong province

Abstract: The objectives of this research were to study the levels of consciousness, obstacles and factors affecting consciousness of local people and to establish recommendations to develop the consciousness of local people in environmental conservation at Koh Samet. The study looked at both quantitative and qualitative data. Quantitative data was collected by questionnaires. The sampling group was 140 households. (The Statistical Package for Social Sciences) was used for data analysis. In addition, qualitative data were collected by in-depth interview and analyzed by descriptive approach. The sampling group were local organizations, government agencies and related organizations, NGOs and community organizations (10 person). The results of this study showed that the consciousness of local people in environmental conservation at Koh Samet was at a moderate level. Factors significantly affecting consciousness of environmental conservation included: environmental activity participation and value placed on natural resources and environment (at p<0.001). Age, education level and knowledge on environmental conservation made significant difference to consciousness of environmental conservation (at p<0.01). Likewise, access to environmental conservation information and perception of their legal rights regarding the environment made a significant difference to consciousness of environmental conservation (at p<0.05). The problems and obstacles to creating consciousness of environmental conservation include a lack of proper cooperation by the related authorities that involve Koh Samet development. Local people lack information about environmental conservation. The previous local organization had few developments and did not encourage knowledge about natural resources and the environment. When the environmental problem occurred at Koh Samet, local groups lacked cooperation and participation to solve the problems. This study recommends that the related authorities that involve Koh Samet development should cooperate in problem solving. Seminars should be arranged on environmental conservation. Local people should gain better knowledge and information about the current situation about environmental problems in Koh Samet through local broadcasting and governors. Moreover, this will encourage local people to participate more in environmental conservation activities.

Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับจิตสำ นึกและปัจจัยที่มีผลต่อจิตสำ นึกของประชาชนใน ท้องถิ่น ตลอดจนปัญหา อุปสรรค และข้อเสนอแนะในการเสริมสร้างจิตสำ นึกการอนุรักษ์สิ่งแวดล้อมบริเวณ สถานที่ท่องเที่ยวเกาะเสม็ด ใช้วิธีการศึกษาเชิงปริมาณและเชิงคุณภาพ ในส่วนการศึกษาเชิงปริมาณเครื่องมือที่ ใช้ในการศึกษาคือแบบสอบถาม ทำ การศึกษาจาก ประชาชนในท้องถิ่นที่อาศัยอยู่ที่เกาะเสม็ด จังหวัดระยอง จำ นวน 140 ครัวเรือน ข้อมูลที่ได้นำ มาวิเคราะห์โดยใช้โปรแกรมวิเคราะห์ข้อมูลทางสังคมศาสตร์ (Statistical Package of Social Science: SPSS ) ส่วนการศึกษาเชิงคุณภาพเครื่องมือที่ใช้ในการศึกษาได้แก่ การสัมภาษณ์เชิง ลึก โดยทำ การศึกษาจาก หน่วยงานภาครัฐระดับท้องถิ่น หน่วยงานภาครัฐที่เกี่ยวข้อง หน่วยงานองค์กรเอกชน และหน่วยงานภาคประชาชน จำ นวน 10 คน ผลการศึกษาพบว่า ประชาชนในท้องถิ่นส่วนใหญ่มีจิตสำ นึกในการอนุรักษ์สิ่งแวดล้อมบริเวณสถาน ที่ท่องเที่ยวเกาะเสม็ดในระดับปานกลาง และเมื่อทำ การศึกษาถึงปัจจัยต่างๆ พบว่า ประสบการณ์ในการเข้าร่วม กิจกรรมด้านสิ่งแวดล้อม และการให้คุณค่าต่อทรัพยากรธรรมชาติและสิ่งแวดล้อม เป็นปัจจัยที่มีผลต่อจิต สำ นึกในการอนุรักษ์สิ่งแวดล้อมอย่างมีนัยสำ คัญทางสถิติที่ระดับ 0.001 อายุ ระดับการศึกษา และความรู้ ด้านการอนุรักษ์สิ่งแวดล้อม เป็นปัจจัยที่มีผลต่อจิตสำ นึกในการอนุรักษ์สิ่งแวดล้อมอย่างมีนัยสำ คัญทางสถิติที่ ระดับ 0.01การได้รับข่าวเกี่ยวกับการอนุรักษ์สิ่งแวดล้อม การรับรู้สิทธิด้านการอนุรักษ์สิ่งแวดล้อม เป็นปัจจัยที่ มีผลต่อจิตสำ นึกในการอนุรักษ์สิ่งแวดล้อมอย่างมีนัยสำ คัญทางสถิติที่ระดับ 0.05 ในส่วนปัญหาและอุปสรรคในการเสริมสร้างจิตสำ นึกการอนุรักษ์สิ่งแวดล้อมบริเวณสถานที่ท่องเที่ยว เกาะเสม็ดที่พบคือ ประชาชนในท้องถิ่นไม่ค่อยได้รับทราบข่าวสารเกี่ยวกับการอนุรักษ์สิ่งแวดล้อม ขาดการ ประสานความร่วมมือระหว่างหน่วยงานต่างๆ การดำ เนินงานด้านการพัฒนาเกาะเสม็ดที่ผ่านมามีการพัฒนาและ ส่งเสริมการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมค่อนข้างน้อย และเมื่อมีปัญหาสิ่งแวดล้อมเกิดขึ้นประชา ชนในท้องถิ่นก็มักไม่ค่อยให้ความร่วมมือและเข้ามามีส่วนร่วมในการแก้ไขปัญหามากนัก ข้อเสนอแนะ คือ หน่วยงานที่เกี่ยวข้องกับการพัฒนาเกาะเสม็ดควรมีการร่วมมือและประสานสอด คล้องไปในทิศทางเดียวกันในการแก้ไขปัญหา ควรส่งเสริมให้ประชาชนมีความรู้มากขึ้นโดยการจัดประชุม อบรมหรือการสัมมนา และควรมีการประชาสัมพันธ์ข่าวสารเกี่ยวกับปัญหาสิ่งแวดล้อมของเกาะเสม็ดใน ปัจจุบันให้มากขึ้นโดยผ่านทางเสียงตามสายและเจ้าหน้าที่ของรัฐ นอกจากนั้นควรส่งเสริมให้ประชาชนในท้อง ถิ่นได้เข้ามามีบทบาทและมีส่วนร่วมในการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม
