Noncommissioned police officer expectations of leadership behavior, following the Thailand international public sectors standard management system and outcom (P.S.O.1107)

ความคาดหวังของตำรวจชั้นประทวนต่อพฤติกรรมภาวะผู้นำของหัวหน้าสถานีตำรวจในการบริหารงานระบบบริการภาคเอกชนและประชาชน (P.S.O.1107) ศึกษาเฉพาะกรณีของบัญชาการตำรวจภูธรภาค 1

Abstract: The objective of this research was to study the expectations of noncommissioned police officers of the Provincial Police Region 1 concerning leadership behavior of the Chief of the provincial police station following the Thailand International Public Sector Standard Management System and Outcome (P.S.O.1107). Two hundred and eighty-one noncommissioned police officers were selected as sample in this study. Data were collected by using questionnaire. The data were analyzed by using SPSS for Windows. Statistic method, used in this study included percentage , mean , standard deviation and Chi-square. The result of this study showed that, based on PSO.1107 most noncommissioned police officers expected developed leadership in their chief, followed by executive leadership behavior and bureaucrat leadership behavior. It was also found that age, income, work duration, education and knowledge of P.S.O.1107 were significantly related to expectations of noncommissioned police officers on the leadership behavior of their chiefs. From the results of this study, it can be suggested that The Royal Thai Police should provide P.S.O 1107 information to noncommissioned police officers so that they can clearly understand the system. However, the commander should give an opportunity to noncommissioned police officers to express their opinions in the aspect of PSO.1107

Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคาดหวังพฤติกรรมภาวะผู้นำของหัวหน้าสถานี ตำรวจในการบริหารงานระบบมาตราฐานบริการภาคเอกชนและประชาชน (P.S.O.1107) ของตำรวจ ชั้นประทวน สังกัดกองบัญชาการตำรวจภูธรภาค 1 กลุ่มตัวอย่างได้แก่ ตำรวจชั้นประทวนจำนวน 281 คน รวบรวมข้อมูลโดยใช้แบบสอบถาม นำข้อมูลที่ได้ไปวิเคราะห์ด้วยโปรแกรมสำเร็จรูป SPSS for WINDOWS สถิติที่ใช้ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าไคสแควร์ ผลการวิจัยพบว่า ตำรวจระดับชั้นประทวนส่วนใหญ่มีความคาดหวังต่อพฤติกรรมภาวะผู้นำ ของสถานีตำรวจในการบริหารงานระบบ P.S.O ในภาวะผู้นำแบบนักพัฒนามากที่สุด รองลงมาคือ พฤติกรรมภาวะผู้นำแบบนักบริหาร และภาวะผู้นำที่ตำรวจชั้นประทวนคาดหวังน้อยที่สุดคือ พฤติกรรมภาวะผู้นำแบบยึดระเบียบกฎเกณฑ์ เมื่อศึกษาความสัมพันธ์ของตัวแปรกับความคาดหวังต่อพฤติกรรมภาวะผู้นำของตำรวจชั้น ประทวนพบว่า อายุ รายได้ ระยะเวลารับราชการ ระดับการศึกษา การรับรู้ข่าวสาร P.S.O และระดับ ความรู้เกี่ยวกับการบริหารงาน P.S.O. มีความสัมพันธ์กับความคาดหวังพฤติกรรมภาวะผู้นำของตำรวจ ชั้นประทวนอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จากการวิจัยมีข้อเสนอแนะคือ ควรมีการสนับสนุน แหล่งในการรับรู้ข้อมูลข่าวสารด้านการบริหารงานในระบบ P.S.O แก่ข้าราชการตำรวจชั้นประทวนใน หลาย ๆ ด้าน และผู้บังคับบัญชาควรเปิดโอกาสให้ตำรวจชั้นประทวนแสดงความคิดเห็นเพื่อจะได้ ทราบถึงความเข้าใจของตำรวจที่มีต่อการบริหารงานแบบ P.S.O
